ELECTION ON Tf~ QUBSTION OF CONSTRUCTION THEREOP AND ON THE
ISSUANCE OF BONDS ~ FINANCE A PORTION OF THE ESfiIM~TED COST OF
CONSTRUCTION TI-IBREOF !
BB TT RESOLVED by the Village Council of the Village of Richfield as follows:
1: It is hereby determined to be necessary and expedient to the public
health, safety, convenience, prosperity and general welfare to submit to the
electorate of this village the question of whether the waterworks utility
should be constructed for the Village of Richf ield0
2. In the event that the electorate shalE authorize the construction of
such waterworks utility, it is determined to be necessary and expedient to the
public health, safety, convenience, prosperity and general. welfare to finance
the cost of construction of the supply and trunk watermain facilities through
the issuance of general obligation bonds of the village@
3, Since the statute relating to the establishment of a waterworks util-
ity provides that the question of constructing the utility and the question of
issuing bonds to finance it may be submitted either separately or as a single
question, and since it appears that submitting this as a single question would
assure proper financing in .the event that constriction of the water utility is
authorized, it is determined to submit the question of construction and the
qu estion of financing as a single question on the b allot®
4. The question shall be submitted to the voters of the village at a
special election which is hereby called to be held on November 8, 19609 and
the polls shall be open for such special election at 7x00 o°clock A;,Mo and
remaa.n open until 8:00 o'clock PaM® on that dates
5a The village clerk is authorized to cause printed ballots to be pre-
pared for use at said election9 wherein the following proposition shall be
stated in substantially the following form:

6. The village clerk shall cause notice of said election to be given by
publication in the official newspaper of the village at least one week prior
to said election and by posting in at least three public and conspicuous places
in the village at least ten days prior to said elections

8. Judges of said election shall be those persons who have heretofore been
designated as judges of village elections.
9. The election shah be held and conducted in accordance with the statutes
of the State of Minnesota applicable to village elections and the council shall
meet as~ required by law for the purpose of canvassing said election and declaring
the results thereof at 4:30 P®Td® on November 10, 1960,
