It is hereby determined to be necessary and expedient to the public health, safety, convenience, prosperity and general welfare to submit to the electorate of this vi ilage the question of whether the wateorks utility should be constructed for the Village of Richfield. ~. In the event that the electorate sha11 authorize the construction of such waterworks utility, it is determined to be necessary and expedient to the pub13~ health, safety, conveniences prosperity and general welfare to finance the cost of construction of the supp3:y and trunk watermain facilities- through. the issuance of general obligation bonds of the villages 3...
