1, A public hearing shall be held on the 12th day of Septembers
19~i0, in the council chambers of the Richfield Village Hali at 7e15
F.Mo to pass upon such proposed assessment and at such ti~ae and place
all persons owning property affected by such impr®vement will be given
an opportunity to be heard with reference t® such ia~provemente
2, The village clerk is hereby directed to cause a notice of the
hearing on the proposed assessment to be published twice in the official
newspaper at least two weeks prior to the he~ringe and he shall state
in the notice the total assessable cost of the improvement in the amount
