P.a.c?~fielda Minnesota, as follows:
1, A public hearing shall be held on the 10th daq of August! 1959,
in the council chambers of the Richfield Village Hall at ?:15 o*clock
P,Id. to pass upon such proposed assessment and at such time and place
ail persons owning property affected by such improvement wi11 be given
an opportunity to be heard with reference to such improvement.,
2~. The village clerk is hereby directed to cause a notice of the
^~,s:~g on the proposed assessment to be published twice in the official
i:~:•as;~wper at least two weeks prior to the hearing,, and he shall state in
