WHERPASa the Viiiag~ Council of the Village of Richfieid,~ Minnesota.,. did,

WI~IERFAS it has come to the attention of the Council that said a~tibn has
been misinterpreted by many as Council endoresement of such expenditure, and
it is the considered opinion of the Council that the Village is not at this
time prepared to finance the construction of adequate facilities for swimming
if the Village is to maintain the excellent credit rating we now enjoy and
which was secured by pursuing a course of action based upon a wise and timely
plan of financing which the me:jority of the members of this CounciY do not in-
tend to abandon at this critical time in the growth of our village, and further,
it is the feeling of the members of the Council that i.t is their abiigat~.on to
the voters of the Village to correct dnq public impression of approval by their
Council of the present poorly planned,. but ardently promoted, project!
1~OW THBRBFORE~ be it r~soived that the members of the Vi11a $e Council
of the Viiiage of Richfield,. herewith declare their individual and joint op-
position to the contemplated construction of swimming pools by the Vllagc
of Richfield for the reasons cited in the foregoing preamble and therefoxe
respectfully urge the voters of the Village to assist their Counci3: in con-
tinuing its policy of judicious spending of public monies by casting their
vote against the swimming pool bond issue at the Special B]e etian May 27~, 195$.
