RESOLUTION NO. 1200
RESOLUTION APFAOVING VILLAGE PARTICIPATION IN
CONSULTANT STUDY OP GAS UTILITY RATES AND
REGULATIONS OP THE MINNEAPOLIS GAS COA9PANY
WHEREAS the franchise of the Village of Richfield with the~Minnea-
polis Gas Company, recognizes that the entire suburban area adjacent to and
near the City of Minneapolis may be regarded as a single cone for rate mak-
ing purposes and agrees that the Company has the right to insist upon a
uniform rate for all consumers in said suburban area,, and
WHEREAS, it is the desire of the Village Council that there be
some means of joint representation and expert advisory assistance necesp
sary to meet with the represe~itatives of the Minneapolis Gas Company in
future .rate or policy changes, and
WHEREAS, the C. H. Hoper Company of Denver,, Colorado has proposed
to study and report on the operations of the btirmeapoiis Gas Company and
represent the suburban municipalities in future conferences with the com-
pang,
BE IT 1`HSRBPORS RESOLVED by the Village Council of the Village of
Richfield that this Village herewith signifies its approval in principle
of the proposal to form an organization to be known as the Suburban Miruze-
apolis Gas Utility Alliance for the purpose of conducting a study-of•the
operations of the Minneapolis Gas Company; and that this cauncii•herewith.
signifies ids general willingness to enter into an agreement with other
municipalities for the purpose of financing such a study..
8E TT FURTHER RESOLVE that a joint exercise of powers agreement:•
be submitted to this council'for approval prior to the time that such a
study is actually undertaken,. in order that this council may be fully in-•-
formed as to all aspects of the Suburban GasUtility Alliance, its admire-•
istrative and financial operations, the participants, and the expendi-
tures which this municipal3.ty wi11 be called up8n to make in connection
therewith.
