ABSOLUTION PROVInTNG POR TIE CREATION OP A LONG
RANGE CAPITAL IMPROVBNiBNTS PLANNING COMMISSION
WHERPAS,, it has become apparent that a need exists for a central
source of information of a type necessary for comprehensive consideration
of a long range capital improvement program,, and~that such information is
of such a nature and volume that no organ3.zation, public or private„ is in
a position to effectively cover the broad base of operation and accumulate
and classify and disseminate such information in a manner which this Council
feels would bedefit the greatest number of the Citizens of the Village of
Richf ieid; and,
WHEREAS, the Council,, recognizing the major role of the Independent
School District #12 in the lives of the Citizens of Richfield, having con-
ferred with the School Board of said DistrictC and with the Administration
of said District,, and being assured of their interest and desire to par-
ticipate and assist as the opportunities present themselves,
NOW THEREFORE, BE IT RESOLVED by the dillage Council of the Village
of Richfield as follows:
That there is hereby created a plannii:g commission which shall be
known as the Richfield Planning Commission, the operation of which shall
be governed by the following By-laws:
ARTICLE I-NATURE AAiD PURPOSE
The Commission shall be an advisory group, the purpose of which is to ac-
cumulate and classify and prepare in form for publication any and all in-
formation of such a nature as to the members appears to be of potential
benefit to the development of the village. Such information shall include
facts relating to both the public long range capital improvements program
and the program of private long range capital improvements.
The Commission shall:
1. Consider the present condition of the finances of the Village of
Richfield to determine whether,. and at what times, the Village can embark
upon the various phases of a public. improvement program`
2. Consider what capital improvements may be feasible for this community
to make within the next 7 years and determine the matter of their priority
by giving principal consideration to the urgency of the projects as indi-
cated by the degree such projects would promote the health, safety and wel-
fare of the citizens of the village.
3'. Correlate this program with all possible expedience with a view to-
ward reporting to the village council and the school board within one year.
4. Compile a 'balance sheet' of the assets of the village. Such balance
sheet shall be available for consideration for public purposes and non
public purposes such as potential private investors and developers inter-
ested in coming into the village.

ARTICLB II - M'BMBBRSHIP
Long Range Capital improve~dents Comm.
The membership of the Commission shall consist of five (5) regular imembers
appointed by the village council. In additiofi to such members, the Village
manager and one member of the village council, and the superintenddnt of
schools and~one member of the Board of said District i~12 shall be ex-officio
members of the Commission. Such members are named to the Commission with a
view that their membership will facilitate the exchainge of information be-
tween the bodies they represent and the Commission. Such e~-officio member-
ships shall be without vote and shall not be counted in determining a quorum
necessary for the transaction o~ business. A quorum necessary fot the
transaction of -business shall be three. The term of office of the regula r
members shall be one year and shall begin at the time of appointment.
Upon tie resignation of any member or upon the failure of any member to
attend three meetings of the Cotnmiesipn without cause, the council shall
appoint a successor~to the Commission•
ART~LE ~~I - OFFICBRS,
A Ghairm~.h shall be elected by the membership s.nd he shall have the duties
of general supervision of the activities o£ tie Commission and of presiding
over the meetings of the Commission, and such other duties as are prescribed
herein.
A vice chairman shall be elect8d by'the membership.2lnd he shall,, in the ab-

set forth herein. A secretary shall be elected by the membership and he

The Gommission shall meet at least once a month anEi at such othet times as
necessary. The Commission shall determine the tidte and pia ce of its regu-
lar monthly meeting. The chairman shall call such special meetings hs in
his discretion shall be warranted bq circumstances and shall direct the,
secretary to give at least two days notice to the membets of such speCi~.1
meeting. Upon written request from two or more members, the chairman shall
schedule such other special meetings as requested, giving at least two days
advance notice thereof as aforesaid. The secretary shall keep the minutes
of all meetings and shall record same in a book provided-for that purpose.
ARTICLB V - REPORTS
Reports shall be ride at sncb.times as deemed suitable by the Commission,
and shall be transmitted to the village cou~.cil and the school board through
the Commission representatives of the respective administrations. The re-
ports shall contain both a ma,~ority and a minority position in event such a
division has occurred.

When it appears necessary that expenditures be made •to realize the ab,~ectives.
of the Commissions application sha11 be made '~o the: village council in writing,
which application shall state the facts pertaining to the proposed expendi-
ture and if the facts indicate that such expenditure would be in furtherance
of the objectives of the Commission, the council may authorize payment of
such expenditure as a claim against the village.
ARTICLE VII - RULES OF ORDBR
The meetings and proceedings of the Commission shall be Conducted in accord
with Roberts Rules of Order Revised except in so far as theq do not conflict
with ar are inconsistent with these. By-~a:ws.
ARTfCLB VIII - AME1~tAME1~STS
Amendments to these By-Laws shall be made by resolution of the Village
counci#. in such degree and at such times as to the cauncil appears necessary
ar expedient in the furtherance of the effective realizat3an of the ob,~ectives
of the Commission.
