A RESOLUTION OPPOSING THB PASSAGE OP THB HARRIS BILL (HR 4560) AND THE FULBRIGHT BILL (S 1853) I~IHBRFAS, It has come to the attention of the Village of Richfield through the Village Council that the passage of the so-called "Harris Bill" (HR 4560) by the House of Representatives of the United States of America would most certainly result in damage to the economic welfare and well being of ~.il of the citizens of the. Village of Richfield who are users of natural gas, in that such passage wouid~lead to higher rates for the ultimate con- sumers of this natural resource, and WHERPAS, The Council of the Village of Richfield further expresses the conclusion that the producers of natural gas are entitled to a fair and reasonable rate of return and can. secure such return under the proper fed- eral regulatory authority, and . WIiEREAS, The Council of the Village of Richfield is f irmiy convinced that the proper regulation of natural gas producers would in no manner de- feat any economic or financial incentive to stimulate discovery and recov- ery of natural gas, and bdI3EREAS, The Puibright Bill (S Senate, having been reported out by Commerce Committee, and 1853) is now on the calendar of the the Senate Interstate and Foreign MIHEREpiS, The said Fulbright Bill, while differing in some extent from the provisions of the Harris Bill, is similar in import ar-d effect and could lead to only one end result in the consumer market, and that would be an increased rate to be paid by the ultimate consumer of natural gas, now therefore be it RESOLVED, by the Vi112~ge Council of the Village of Richfield, that it reiterates its conclusions, heretofore arrived at, that the Harris and Fulbright Bills, as amended, are contrary to the best interests of the whole natural gas consuming public in this village, and be it FURTHER RESOLVED, That the Council of the Village of Richfield here- in records its full and complete opposition to the Harris Bill, as amended, and also the Fulbright Bill, as amended, and respectfully requests that the Senate of the United States return said Puibright Bili as amended, to the Senate Committee on Interstate and Foreign Commerce for further hearings on said-bill and the amendments rich-have been added to it since the last public hearing thereon. Said referral of the bill back to the Senate Committee will, at least, give the public of the United States an opportunity to present its side of the case before the Honorable-Senate Committee, and be it FURTHER RBSOLVBD, That the Village Council of the Village of Rich- field hereby again urgently requests the Senators and Congressmen from the State of Minnesota to exercise their utmost efforts to defeat-this legislation which is not in the public interest, and be it 151 Resolution No. 1017 -Page 2 FURTHER RESOLVED, That a copy of this resolution be forthwith trans- mitted to the Honorable Senators and Congressmen from the State of Minneso- ta, to each member of the United States Senate Committee on Interstate and Foreign Commerce, and to the Clerk of said Committee and the Clerk of the Senate of the United States.
