RESOLUTION N0. 1015
RESOLUTIONT RELATING TO THE RECEIPT ND OPENING
OF C011~PETITIVE BIDS IN ADVANCE OF COUNCIL iyiEETIRiGS
BE IT RESOLVED, by the Village Gouncil of the ,Village of Richfield, Hennepin
County, Minnesota, as follows:
1. Hereafter and until further resolution of this council, whenever this
Council orders advertisement fc;r bids for the purchase of merchandise, materials
. or equipment or for any k3.nd of construction work, such bids may be received and
opened by administrative personnel of this village in advance of a village council
meeting as herein provided.
2. The advertisement for such bids shall state the time when such bids will
he opened and the time when such bids will be considered by the Village Council.
Ali such bids shall ~ opened at the Vi11a ge Hall.
3, Bids received pursuant to such advertisement shall be kept in the cus-
tody of the village clerk until the time designated for their opening.
!t. At the time designated for the opening of such bids the same shall be
delivered by the village clerk to the village manager, and the village manager
or some member of his administrative staff shall thereupon open such bids and
read th®m aloud. Such opening and reading of such bids shall be open to the
public, and shall be attended by the village manager, village clerk, and at least
one other department head.
5. After such bids have been opened they shall be public records and shall
be placed in the custody of the village clerk.
b. The village clerk shall keep minutes of the opening of -such bids, re-
cording the bids received and the members of the village administrative staff
who were present. These minutes shall be presented to the village council at
the subsequent council meeting which has been designated in the advertisement
for bids as the. meeting at which-such bids shall be considered by the village
council. The minutes of the clerk shall be accompanied by the tabulation of
bids and recommendation of the manager as to such bids. Upon receipt of such
minutes the village council shall consider such bids.
