M3:nnesota, as follows 1. That the Village Clerk has with the assistance of the Village Engineer calculated the proper amounts to be assessed for the construotion of Village Project No. 223 consisting of aL1ey grading, against every assessable lot, piece, or parcel of land specially benefited thereby in accordance with the provisions of law, and the proposed assessment so made up was filed with the Village Clerk for•more than 15 days prior to the assessment. hearing and was open to public inspection at all times during said period. 2. That notice has been duly published and a public hearing heretofore duly held as required by law sb that this Council could meet_and pass upon the proposed assessment. 3. That an opportunity has been given to all interested persons to present their objection, 3f any, tb such proposed assessment or to any item thereof at said public hearing. L,.. That the Village Council has heretofore duly established Village Project No. 223 and after carefully considering all the facts,. the benefits to each lot, piece or parcel of land, and fully advising itself in the premises, has found and determined. and hereby declares that each and every lot, piece,. or parcel of land included in said proposed assessment roll eras improved by reason of the construction of said Village Project No. 223 and has been and is specially benefited in the amount set out in said proposed assessment roll opposi~,e each such lot, piece, or. parcel of land. 5. The proposed assessment is hereby affirmed, adopted, and confirmed, and the sums fixed and named in said proposed assessment are affirmed, adopted and confirmed. as the proper special assessment for each of said lots, pieces, or parcels of land respectively, and said amol~nt so set out is hereby levied against each of the respective lots, pieces, or parcels of land therein described.. 6. Said assessment so affirmed, adopted, and confirmed~shalT be certified the Village Clerk and filed .in his office, and shall thereupon be and constitute the special assessment for said alley grading, Village Project No. 223. 7. The assessment Frith accruing interest, shall be a lien upon the property included therein, concurrent with general taxes, and shall be payable in-equal annual installments extending over a period of 20 years. The first installment shall be at the rate of 6~ per annum. To the first installment shall besdded interest on the entire assessment from the date of this Resolution until December 31, 1956. To each subsequent installment shall be added interest for one year on all unpaid installments. A11 assessments and interest thereon shall be collected and paid-over in the same manner as other municipal taxes.
