R~50LtlPION AtJfHORIZING ACCEPTANCE QF
ADVANCE PAYN~ENTS ~' SPECIAL ASSESSMENPS.
BE IT RESOLVED By the Village Council of the Village of Richfield, Hennepin
County, N3ixanesota, as follows:
1. That the Director of Finance be, and he hereby 3s~, authorized
to accept advance payments o$ special assessm~ nts which are to be
made against benefitted properties when so ordered by motipn of
the village council.
2. That the Director of Finance shall accept advance payments in
the amount. of the pi°in~ipal sum appearing in the assessment book
for the particular project; he shall issue a receipt to the re-
mitters and he shall deposit such advance payments to the appro-
priate debt retirement fund.
3. Neither this resolution nor the acceptance of such advance
payment shall consti tote a final determination of the amount
which sha]1 finally be assessed against any lot, piece or parcel of
land 3.n the Village of Richfield for the construction of any assess-
able improvement; but such advance payment shall be accepted and
deposited in the appropriate debt retirement fund with the conda.-
• •tion and understanding that if the assessment against the parcel
• .~ •af land.~for which such payment is made, when finally adopted by
the Oillage Council, shall exceed the amount of such advanc® pay-
ment, then such advance payment shall be applied against the assess-
ment so made and the balance levied as an assessment against such
parcel; axed that if such advance payment exceeds the amoupt of the
assessment made against the parcel of land for which such advance.
payment is made, then an amount equal to the principal sum of
the assessment shall be applied against such assessment and the
balance shall be refunded to the person making such ad~anca pay.,
ment.
4. That the Mayor, I'~anager, Director of Finanoe and Attorney bee
and they hereby are, authorized to take such steps as may be
necessary to effect the terms of this resolution.
