W~IEREAS, by Resolution No. 252, passed by this council on December ].~~ 1953,
a preliminary report on the making of a sanitary sewer lateral improvement {described
therein and designated as Village Project No. 2210 was ordered and
W~H~AS, the preliminary report so ordered was received by this council on
said date and a public hearing on said improvement was ordered to b® held on
December 28~ 1953, by Resolution No. 253s and
WHEREAS, no such hearing was held becuase of failure of proper notice but
such hearing was reset by actLon of this council for the 25th of Januarys 195l~, and
WHERE, by Resolution No. 270 passed by this council on December 28, 1953,
the G. M. Orr Engineering Gompar~ was instructed to prepare plans and specificatLons
for said Improvement No. 224, and
WHEREAS, such a pub~7.ic hearing an paid improvement has now been held on said
improvemc~n t~ and
WHEREAS, said G. M. Orr Fhgineering Compares has now presented this Counc3.l with
plans and ~specificaf~.ons for the oonstract3.on of said improvem~t, which prov:Lde
for the division of said pna~ect into two projects for the purposes of a dvertising
for bids and awarding of contracts which plans are designated) aPro~ect No. 224-1a
andr~Pro~ect No. 221-2r~~ and which have bben examined by this council.
NOW THEREFORE BE IT RffiOLVED, by the Village Council of the Village of Ri.chfie~d~
Hennepin ~ County, Minnesota, as follows
1. That Village Project No. 22l~, consisting of sanitary sewer laterals az1d
appurtenances thereto, as proposed in council resolution No. 252 passed on December
~~ 1953, is hereby ordered to be made, it having been made to appear that it is
necessary and ex~dient to the pbblic health, safety, convenience and general w®lfare
that said improvement be made.

2. That plans and specifieat3.ons ,for said improvement, prepared by the G. M.
Orr Engineering Conpany, designated as "Pro3ect No. 221-1s and „Project No. 221-2a
are hereby approved and shall be filed w3. th the Village Clerk and g3,ven Clerks s
File Nos. C-1296 and C-1297.
3. That this council will meet at 8x00 of clock P. M. on Tuesday, February 23,
195l~, at the Village Hall in this v3.11age for the purpose of receiving and consider-
ing bids for the construction of the work included in, and in accordance with, said
plans and specifica.t3.ons, and for other village business.
~.. That bids for such construction will be received until 8s00 0~clock P. M.
Februax~r 23, 1951, and will be publicly opened and considered by the Village Council
of the Village of Richfield at 8x15 o~clock P. M. an said data.
5. That the Village Clerk is hereby authorized and directed to advertise for
bids for said construction `in the $ffiei.al Newspaper and the Construeti.on Bulletin
as required by laws and in so advertising the advertisement shall provide substantigl.ly

Notice is hereby given :E~hat sealed proposals will be received by the Village
council of the Village of ~i.chfield, Hennepin County Attnnesota, at the Richfield
Village Clerks s Office until 8:00 0 ~ clock P. M. on the 23rd day of February 1954,
and will. be publicly op~ed and crnsidered by the Village Council of Richfield ixi

The envelope shall be so marked as to indicates (1) the name of bidder
(2) of construction and Project nu~ber and shall be addressed to the Village

messenger or submi tt~l in person.
Proposal forms, contract documents, plans and specifications as prepared by
d. M. Orr ~gin~ring Company, 1001 Nkarquette Av®nue, N~3.nneapolis 3, 1~tinn®sota, are
on file and may be seen at the Office of the V311age Eaigineers Richfield, Aii.nnesota,
or the Consulting Engineers.
Copies of~ Proposal Forms, Plans and Specifications for use by col tractors
submi tong a bid may b® obtained from the Consulting Engineers upon deposit of
X50.00 for each piv~ect or $100.00 for both projects. This deposit w3.11 be.
reigned t4 con tractors who submit a bona fide bid and who return the plans and
spec3.fica.tions in good condition within fifteen (15) days after the opening of bids.
Otie-half of the amount of the deposit will be refunded for each of all other sew of
documents so returned.
This work ~r3.ll be paid for in cash. Partial payments will be made monthly
equal-to 85~ of the value of the work, including the value of the materials on the
ground required in the c~nstruetion which have been delivered to the site or ad~aeent
.thereto. Such payments will be based upon, est3~mates submitted by the contractor
monthly showing work completed to date and approved by the Eazgineer and the Village
Council. The Village of Richfield will-make final payment within thirty days after
acceptance of the work in conformance with the general requirements and covenants of
fine contract.
No bids will be considered unless sealed, and filed with the Village Clerk of
Richfield and accompanied by a cash deposit, bid bond or certified check payable
to the Village of Richfield, for 5~ of the amount bid, {to be forfeited as liquidated
damages in the event that the bid be accepted and the bidder shall fail to enter
