BE IT RES6LVED by the gillage Council of the Village of Richfield, Hennepin County, Minnesota, as follower . 1. That plans and specifications for the regrading of 66th Street from Nicollet Avenue to Pleasant Avenue in this Village, submitted by Richfield Plasa, Ina., Pursuant to and as required by Contract No. 16© with this Village, are hereby approved and ordered placed on file and given Clerks file No. 0888. - 2, That it is hereby determined that regrading of said street in conformit~r ~i.th said plans is necessary and expedient to the public safety, order, convenience, and general welfare, ~to the proteci3.on of public and private property, and to the benefit of trade and c;oma~erce, and such regrading pursuant to said con tract is herewith expr®ssly ordered and approved. 3. That it is hereby determined that among the ob3ects and benefits to be obtained liy such regrading are the followingz a) ;aid regrading will permit a greater sight distance along said street and along adjacent streets approaching said street, partiaulaply ixr the v~.cini-ty of 66th Street and Nieollet A~,enue, affording saf®r motor vehic3.e travel in the area involved. b) Said regrading will make possible fitter drainage of surface water in the area involved. c) Said regrading wilt the accompanying widening of the roadway and longer back-slopes will facilitate show removal on said .street. d) Said regrading wi11 increase the volume of vehicular traffic that may use this street. . e) Said regrading x.11 bring said street into general conformity with the- grade .of the adjacent property which is being developed for extensive commercial use, thereby facilitating safer and more eonveni.ent travel for the heavy volumes of traffic which it is anticipated will result from such commercial development. ~.. That the acts of the Village Engineer and otlxr V311.age officers and employees in ordering and seeking to obtain the removal of underground gas and telephone installations in said street to permit, and facilitate said regrading are hereby expressly approved and ratified. 5. That any delay in aecompli.shing such regrading is herewith determined to be detrimental to trade and commerce, to the proper vehicular traffic within .: the village, and ta~the public safety and general welfare. 6. That 3n the event that the said utility companies have not made provision therefore by Thursday August 27, 1953 the Village At#~orney ~ Manager, Engineer, Mayor, and Clerk are herewith authorized and directed to take such legal action as may be necessary to obtain the removal and relocation of such underground installations forthwith in order that such regrading may be accomplished without further uxmecessary delay.
