T6~ SEPARATE WOLD~HAI~ERLAIN AIRI~(~RT
FRCI~K IN C ORPGRATEi~ TERRITORY.
T~HEREAS, a bill is proposed in the State Legislature to set aside the
property of the Metropolitan Airports Commission from incorporated territory,
and
WI~REAS, said bill is ill-conceived, unjustifiable and hostile to Idle
principles of the democratic government as practiced in the, State of Minnesota,and
WHEREAS, The establishment of new territory the boundaries of which are
fluid and the properta:es of which are isolated in organized territory, and
WHEREAS, this wri11 create a new taxing authority of which there are already
too many in the metropolitan area, and -
WHEREAS, such a separation of tsrrito~ry would amount to a subsidization
of the aviation ffindustries by the Village of Richfield when any such
subsidization should be by the State at large, and
WHEREAS, it appears that this bill is a means for the Metropolitan Airports
Commission to obtain the power to eca~trot the sale of liquor at the Wold-
Chamberlain Airport, either by issuing private licenses or establishing a
municipal outlet either of which would complicate the problem" of• liquor
control, and
WHEREAS, it is a recognized practice in Minnesota that industry pays taxes
to~rards the support of the Schools thus helping its employees as citizens
to maintain adequate schools, and
WHEREAS, the Village of Richfield has planned an expansion of municipal
services taking into account Wold-chamberlain Airport and will very shortly
be in a position to supply the usual municipal services to the
~To1d-Chamberlain Airport.
N~nT,~THEREF®RE, The Village Council of the Village of Richfield do resolve
that the Legislature of the State of ~i.rmesota be memorialized that the
Village of Richfield. is unalterably opposed to the passage of any bill
which would separate Wold..Chamberlain Airport from incorporated territory.
