Z~IEREA.S, the County Board of Equalization of Hennepin County has
raised the full and true valuation of all real estate ir! the 'Tillage of
Richf~~.eld for 'che year, 1952, by approximately 2~.0 over the valuation placed
thereon by the Assessor for said Village and approved by the local Board of
Reviec~, and
tnT13~2uAS, t;:ze action of said Board was purportedl~r -used upon a
survey of tax valuations of real estate in Richfield axed other taxing dis-
tricts in ~Fennepin County, made by the Supervisor. of Assessors. of lien~-,epin
County, and
~JFE,Rk+~AS, this Council is infozYned and believes that said survey was
inaccurate for tkze follotisi.nfz reasons
1. Because only houses having a market value of ~p1~~,004,00 or less were
used i-rz said survey.
2. Because no co;~v:nercial property LJas zzsed in said survey.
3. Because no rural or agricultural property was used in sa~.d survey,
~.. Because the information as to property in the Vi1la.ge of Richfield
used in said survey t.~as incomplete and inaccurate, and that if the correct
information as to opt -parcel in Richfield included in sai~_i survey had been
used, it would have increased the average fuJ_1 and true valuation of Rich-
field properties used in Said survey by approximately 12;0,
5. Because t~~e properties used in said survey were not actually inspec-
ted by said Supervisor but said survey was based upon records of lending
agencies and deeds on f'~_le in the office of the Rem ster of Deeds.
6. Because variations in land valuations among -tt~x:izg districts ti~~ thin
Hennepin County were not considered.
7. Beca~.zse said surve;T did not include properties within the City of
1fIinneapolis, and
T,~T-IEREAS, the Village Council and the Village Assessor of Richfield
have made a concerted effort to equalize real es-`~ate valuations in the Vil_
lage of Richfield and to coir~ply witl-i the request of the County Supervisor of
Assessors to bring all such valuat ~ ons up to at least 3O1 of_ the so-called
market value, and this Council believes that such result, has been accomplished.

OF RICHFIELD AS FOLLOTrJS ;
1. That for the foregoing reasons, the Village of Richfield requests
a hearing before the State ~?oard of Equalization on said matter.
2. That such a request, tr~gether with a copy of this Resolution be
presentzd to the State Board of Equalization by the Village lianager as soon
as conveniently may be.
