The Village Council of the Village of Richfield do ordain as follows:: That Jections 2z 3, and 7 of Ordi~aance No. 3.21 of the Village of Richfield entitled ~'An Ordinance Providing for the Registration of Bicyles: in the Village of Richfield and Providing Penalty for Violation Thereof", passed the 10th day of February,.1947, be and are hereby amended to read as follows8 "Section 2, The Police Department is hereby authorized to issue, upon written application, bicycle licenses. Licenses shall expire on Decem- ber 31 of the year for which issued. Licenses iss ued for 1955 and thereafter shall be for atwo-year period, expiring on December ,'~l. of the second year for which issued. License fees for a portion of a license period shall not be pro-rated. Said licenses when effective, shall entitle the licensee to operate such bicycle for which said license has been issued upon all the streets alleys and public highways, exclusive of sidewalks, in the Village of Richfield." "Section 3. The Village of Richfield shall provide metallic license plates and seals, together with registration cards and isinglass ' holders therefor, said metallic license plates and registration cards having numbers stamped thereon in numerical. order, beginning with. number 1, and indica- tion of the year or years for which the same are issued, and the letters V. of R. stamped thereon; such metallic license plates. shall be suitable for attachment upon the frames of bicycles, and it shall be the duty of the ~'olice Department to attach one such metallic license plate to the frame of each bicycle ands to issue a corresponding regis tration card to the licensee upon the payment of the license fee herein provided for. Such metallic license plate shall remain attached during the existence of such license. The Police Department shall also keep a record of the date of issue of each license, to whom issued, and the number thereof." "Section 7. T}~ annual license fee to be paid for each bitcycle shall be 25¢, provided that licenses issued for the year 1955 and thereafter shall be issued for atwo-year period and the license fee shall be 50¢for such period. Pursuant to Section 5 of this ordinance, such license may be transferred when the ownership of said bicycle is transferred, and a fee of 25¢ shall be paid for the regis txation of such transfer.
