AN ORDINANCE RELATIVE TO SCAVENGERS" PASSED THE 17TH I?AY APRIL, 1911,.. The Village Council of the Village of Rt~chfield do or~,ain as follows: That Ordinance No. 3 .20 of the Village of Richfield entitled; "An Ordinance Relative to Scavengers" is hereby amended to read as follows.. _ Section 1. No person shall follow or practice the occupation of scavenger, or act as a scavenger within the Village of Richfield without first having obtained a license as herein provided. No ,person shall empty-the cgatents of arty privy, privy box, vault, sink, septic tank,or cesspool into any manhole or other outdoor sewer installation in this Village unless being so licensed. Section 2. No part of the contents of any such facility shall b~ removed therefrom, nor shall arty of the contents from any such facility be transported into, vrithin or through the Village of Richfield unless the same is removed or trans- ported by--means of someairtight apparatus, whether pneumatic or some other process, so as to~~prevent the-said contents from being agitated or exposed in the open air during such process of removal or transportation. . Section 3. Any tank, vehicle-and apparatus must be maintained and operated in such manner as to-avoid the emission of offensive fumes or the spilling or loss of any unsanitary or offensive substances. Section 4. No part of the contents of arty privy, privy box,or vault shall be emptied into arty manhole or other outdoor sewer installation in this Village. Section 5. In the event that a cesspool must be opened inorder to remove the contents of the same, or the contents thereof dumped in a Vi7.].age wirer, a permit must first be secured from the Chief Inspector, and a fee of ~1.D0 shall be paid for such permit. Section 6. No person other than a_properly licensed scavenger shall clean ar.~y sanitery or plumbing facility listed in Section 1 hereof, nor shall _ any' person deposit any of the contents thereof in arty unauthorized place within the Village of .Richfield. Section 7. Application for a scavenger's license shall be made to the Village Clerk, shall be signed by the applicant, and:hh~,13. contain the name and address of the proposed licensee and of theowner and license numbers of the vehicle or vehicles to be used and equipment to be used. Such application shall be filed with -the Village Clerk who sha1.1 f orthU>;.th transmit the same to the Director of Public Works and the Chief of Police for approval. Each vehicle so used shall have a separate license. Upon approval by the Chief of Policie and Director of Public Works-the application shall be submitted to the Village Council for consideration. c= I Section S. The fee for shch license shall be ~50.0o per vehicle per year or fradtiohal part thereof. Licenses shall expire on December 31st next following the date when they become effective. Section 9. Such license shall cflnstitute a registration of the vehicle so licensed and of the tanks, containers and equipment to be used therewith, and no other vehicle, tank, or equipment may ~ used without first obtaining written approval of such substituted vehicle, tank, or equipment from the Chief of Police ~ I, and Director of Public tdorks . Section 10. The name of the licensee or his registered trade name shall be printed in plain letters, along with the license number, on each side of the c::.b cab of such vehicle. Section 11. No person shall cause or permit arty vehicle used for scaven- ger hauling to stand or remain at or near any public building or residence or upon ar.~r street, alley, lot or other public place, for any longer time than is actually rc~~uired in the loading, conveying and unloading thereof. Section 12. No license shall be issued unless and until theperson, firm, association, partnership or corporation applying for such license shall first file i;~ ' with. the Village Clerk a corporate surety bond in the principal amount of ~p?,000, conditioned upon the faithful performance by thb applicant or his agents of all things required by the ordinances of the Village• of Richfield, aid shall be x"urther conditioned so as to guarantee that said ap;~licant will restore all streets, alleys, or other public grounds, or sewers manholes, oaP?°appurtenances thereto to their former good condition, to the satisfaction of the Village Council if any such public property is damaged by applicant or his agents in the course of op- erating as a scavenger. Section 1 3. No license shall be iss~~ed unless and until the applicant shall first file 'with the Village Clerk a policy ar policies of insurance insur- ing such applicant and-the Village of Richfield against loss-for each licensed vehicle in the-.sum of at least X100,000 against liability imposed on account of bodily injuries or death of arty person, and in the sum of at least X25,000 against .liability imposed by law on account of damage to or destruction of prop- erty by reason of the ownership or operation of-any such vehicle. -Any-such policy shall provide-that it may not ~ cancelled by the insurer except upon notice to ~ the Village of Richfield . In case of cancellation of such insurance s~. e' . such ~.icense shall be suspended automatically until such insuri~.nce has been replaced. Section 1l:. Dufnping of the contents of any such ~ vehicle in the Village sanitary sewer system shall be limited to contents removed from installations within this village unless the Village Council shall by resolution permit such ,dumping from other designated municipalities. 1Vo such dumping shall be per- rriittedexcept at ina.nholes designated. by the Director ' of Public Works, and esp- ecially equipped for such dumping and only if the person doing such dumping shall have obtained a permit as~herein before required. Emergency dumping by by licensed scavengers may be made at such authorized manholes on weekends and holidays when Village-offices are not open, but in such event the person doing such dumping shall obtain a permit on or before noon of the next following secular day. Such dumping shall be done only upon weekdays, T~onday through •Friday~~between the hovxs of 8:00 A.~. and 6:00 P.M., and on Saturdays, Sundays, and holidays during said hours-only in emergency cases. Vehicles used for dumping into the Village sanitary sewer system shall be equipped w ith a gate i~alve and hose to control the flow of contents into such sewer. ~~ ORDINANCE N0.3.20 (continued) 2 Section 15. Violation of arty of the provisions of this ordinance shall result in automatic revocation of licenses for all vehicles registered to such licenses. Sectionl.~6.
