ENTITLED: nAN' CR-1LNANCE PR0VITiC1~G FOR THE PAYMENT C~ HOOK UP CHARGES IN
LIEU OF SANITARY SEG~'ER IMPROVEN~NT N0. 1 ~iSSESSMENT IN CERTAIN CASES ~~

The Village Council of the Village of Richfield do ordain as fellows:
That Ordinance No. 10.09 of the Village of Richfield entitled: ~~An
Ordinance providing for' the payment of Hook-up Charges in I3eu of Sanity
Sewer ?.mprovement No. 1 Assessment in Certain Cases~~'as passed the 8th
day of l~xch~ l95l~, be ark the same is hereby amended as follows
Section 3 is hereby amended to read as follows:
nNo person shall connect arjy drainage9 waste, disposal or plumbing
faci7i~ty of any kind which serves or is designed to serve any portion of
the W2 of the SW~ of the ST~~ of the SEA of Section 339' Township 289 Range
2~9 Hennepin County9 Minx~sota9 to any sanitary sewage line of this Village
wi~out first paying shook-up charge of X4.74 per front foot of frontage
of such lot9 piece9 or parcel upon the Village sanitary sewer interceptor9
together with such other standard village fees anti charges as may be applic-
able, a
The following paragraph be added following sa3:d :Sec:tion 3:
Section ~.. No permit for such connection shall be issued until such
hook-up charge has been paid.~~ `

sworn, on oath says; that he is, and during all the tines herein stated
- has been, one of the publishers of the newspaper known as The Rich=
field News, and has full knowledge of the facts hereinafter stated; that

hereto attached, said newspaper was published in the Village of Rieh-
fi~eld, in the County of Iennepin, State of Minnesota, on Thursday of
each week; that during all said time said newspaper has been printed
in the English language from its office of publication within the Village
of Rich$eld, Iennepin County, Minnesota, from which it is issued as
above stated and in newspaper format and in column and sheet form
equivalent in space to at bast 450 running inches of single column,
two inehees wide; has been issued as aforesaid once each week from a
known office established in said place of publication and employing
skilled workmen and the necessary material for preparing and print-
ing the same; that the press work on that part of the newspaper devoted
to local news of interest to the community it purports to serve has
been done in its known office of publication; that during all said time
in its makeup not less than twenty=five percent of its news columns
have been devoted to local news of interest to the community it pur=
ports to serve; that during all said tame it has not wholly duplicated
any other publication, and has not been entirely made up of patents,
plate matter and advertisements; has been circulated in and near its
said place of publication to the extent of at least two hundred and
forty (240) copies regularly delivered to paying subscribers and has
entry as second class matter ixi its local postoffice; and that there has
been on file in the office of the County Auditor of Hennepin County,
Minnesota, the affidavit of a person having knowledge of the facts,
showing the name and location of said newspaper and the existence
of the conditions constituting its qualifications as a Legal newspaper.
