Section 1. Scoff. This ordinance shall apply to all truildings and stlruetures here- a~te""r' con tructed or altered in the Village of Richfield. `;ny conversion, enlargment, parti~]. demolition or re~+gir.of any building or structure shall be deemed to be an alteration if the estimate cost of same exceeds fifty dollars (~50.00~ provl.ded that any repair or installation of plumbing shall be deemed to be an alteration if th$ estimate cost of same exce~,ds ten dollars (~10.00j. Section 2. General Requirements. It shP11 be unlawful for any person, firm pr corporation to cons~or alter any building or structure or to excavate or d~g any basement without first obtaining and having a permit therefor from the Bui~.dis'ig Inspector. ~,ny person, firm or corporation violating this section of this ordinance shall be guilty of a. misdemeanoi'• Section 5. !=pplicat~.on for.
