OF WATERS A~ WASTES INTO THE PUBLIC SE4iTER SYSTEM, AND PROVIDING PENI~L- TIES FCR VIOLl~TION THEREC~+', IN THE VILLAGE OF R'LCHFIEID, COUNrY OF HENNEPIN, STATE ~' MINNFSOTA.~~ AS PASSED THE 25TH DAY ~' JANUARY, 1954. The Village Council of the Village of Richfield do ordain as follows:. 1. That Ordinance No. 2.05 of the Village of Richfield entitled ~~An Ordinance Regulat~.ng 'the Use of Public and Private Sewers and Drains Private Sewage Disposal, the Installation and Connection of Building Sewers, and the Discharge of Waters and Wastes into the Public Sewer Systems and Providing Penalties for Viola ti.ons Thereof, in the Village of Richfield, County of Hennepin, State of Minnesota~~ as passed the 25th day of January, 1951.E be, and the same is hereby amended as follows: Section 302 of said ordinance is 3aereby amended to read as follows; ~~Section 302. Before commencement of a, private sewage disposal system the owner shall. first obtain a written permit signed by the Building Inspector. The application for such permit shall be made on a form fur- nished by the Village, which the applicant shall supplement by any plans, specifications and other information as the Village Engineer may reason- ably require. ~ permit and inspection fee of Two Dollars (~2.OOj shall. be paid to the Village Treasurer at the time the application is filed.~~' Section 304 of said ordinance is hereby amended to read as follows: ~'Sectaon 30~:. .The type, capacities, location, and layout of a private sewage disposal system shall comply wi th all recommendations of the Department of Public Health of the State of Minnesota.. No permit shall " '- ~be issued without previous Village Council approval for any private .sewage disposal system employing sub-surface soil absorption facilities where the area of the lot is less. than ten thousand (10,000 j square feet. No septic tank or cesspool shall be permitted to discharge into any public sewer .ar natural outlet. ~~' Section 305 of said ordinance is hereby amended to read as follows: ~~Sectl.on 305. At such time as a public sewer becomes available to a property served by a private sew~.ge disposal system, as provided in Section 20~., a direct connection shall be made to the public sewer in compliance wi th this ordinance, and any septic tanks, cesspools, and similar private sewage dis- posal facilities shall be abandoned and filled with suitable material. ~- Section 306 of said ordinance is hereby amended to read as follows: ~~Secta.on 306. Contents of septa.c tanks or cesspools may be pumped into the sewer or may be emptied by flowing the contents thereof into the building sewer pig at the.property line, provided that a screen is placed at the inlet to said pipe to prevent obstructions from entering the sys~`i,em. Aftsr such draining into the sewer system the ]3.ne shall be flushed with clean water for a period of t~ao hours. No solids shall be permitted to enter the sewer system.~~ ~.~6 Amendment to Ordinance 2.05 cont. - 2- Section 403 of said ordinance is hereby amended to read as follows;. Section 403. A7.1 costsr and expense., incident to the installation and con- nection of the building sewer shall be borne by the owner. The owner shall indemnify the Village from any loss or damage that may directly or indirectly be occasioned by the installation of the building serer. The Village Engineer Mall establish rules and regulations for the proper im- plemen'taton of this. ordinance. which, when approved by the Village Council by resolution, shal]. govern the installation of building sewers and ton- ne c ti ons . ~~ Section 40b of said ordinance is hereby amended to read as follows.: ~~Section 406. Building sewer shall be of extra heavy duty cast iron pipe, asbestos cement pipe or vitrified clay pipe. Building sewer laid wi thin ten feet of any well shall be of extra heavy duty cast iron pipe. 1~linimum size of building sewer shall be ~~~--extra heavy cast iron pipe, (fin asbestos cement- pipe and 6" vitrified clay pipe. Change in direction of building sewer sha71 be made by use of fittings approved by the Building Inspector.~~ ~~Type of joints shall comply with the following specifications: Cast iron shall have a packed Oakum Joint wi tYi a hot poured lead ring approximately 3/!~„ deep and caulked. Asbestos cement pipe shall consist of .the Rubber Ring type joint as recommended by the manufacturer, except when connecting do the house drain cast iron pipe where a packed Oaktun joint wi th a hot poured lead rings approximately 3/4~~ deep shall be used. Vitrified clay file jointw shall consist of a ring of packed Oakum and a hot poured ap- proved joint compound,. ~~Cast iron pipe wi th leaded joints may be required by tY~ Village Engineer where the building sewer is exposed to damage by tree roots.. If instal led in filled or unstable grounds the building sewer shall be of cast iron soil pipe, except that nonmetallic material may be accepted if laid on a suitable concrete bed or cradle as approved by the Village Engineer.~~ Section 110 of said ordinance is hereby amended to read as follows: ~~Section L~1.0. All excavations required for the ~.nstallation of a build- ing sewer shall be open trench work unless otherwise approved by the Village Engineer. Tunneling maybe permitted but no tunnel shall exceed 6 feet in length and the pipe shall be installed so as to permit inspection of all joints. The Village Engineer shall establish rules and regula- tions for the progger implexnen- te,tion of this ardiriance which, when approved by the Village Council by resolution, shall govern the instaIIation of build- ing sewers and connections:' Section 406 of said° ordinance is hereby amended to read as follows: "'Section 400. Building sewer shall be of extra heavy duty cast iron pipe., asbestos cement pipe or vitrified clay pipe. Building sewer laid within ten feet of any well shall be of extra heavy duty cast iron pipe. Minimum size of building sewer shall be 4"- extra heavy cast iron pipe, 4". asbestos cement pi a and 6" vi- trified clay pippe.
