The Village Council of the 9illage of Riahf~.eld do ordain as follo~-t ~. 9 ° 1. The words ncommercial incineratora.as used in this ordinance shall mean any 'structure used or desigsied to be used as a rscepticle for the burning of papery wood and other combustible Materials customarilg buxt~ed iri outdoor incinerators, in con~unct3on with ang- commercial or industrial activity. 2. No person shall construct, erects alter or repair any commercial incinerator without first obtaining a permit therefor from the Building Inspector a~s hereinafter provided; provided that minor mepairs, cos~ng less than X50.00 shall not require a perms. t. ' 3. Any person or the agent of any person desiring to coaatr~.ct, erect, alter or repair a commercial incinerator under circus ta~ees requiring a permit, shall Mak e app]ateatiw~. to the Building Tnspeetor for a permit for suclA purpose. Such application shall be accompanied by a permit fee of X5.00, a plan showing ,the locat3.on and design of the proposed incinerator or wark in conneci~ion therewith, and such other information as the Building Tns~etor may reasonable require, including pleas and specificat3.ans for such incinerator and a statement as to its rated capacitor. 4. Such application shall then be reviewed by the Village Engineer and the. 1~ire Chiefs who shalt approve the same . if the proposed incinerator .is to be of proper materials sufficient]~r sung aMd heat`.resistant for the purposes intended, and if the proposed location is free from danger to adjacent pxvpertir when such incinerator is in operat3.on. Neither of said persons shall withhold approval arbitrarily, and the reaso~sfor failure to approve any such application shall be endorsed upon the application by the person disapprnving the wane. (b) The feed doors on side loading or top loading desigced incinerators shall be kept closed at all tames except r~en loading the incinerator. (c) No nan-combu~s~t3.b~.e mat~+.ri.als sha11 be loaded into any such incinerator. ('d) No such incinerator shall be orated without someone in attendance at all ti.ar~s. . No person shall construct, erect, alter or repair any com- e mercial incinerator without first obtaining a permit there- ,.. for from the Building Inspector as hereinafter provided; pro= vided that minor repairs, cost- ing less than $50.00 shall Hat re- quire a permit. 3. Any person or the agent of any person desiring to construct, erect, alter or repair a commer- cial incinerator under cireum- stances requiring a permit, shall make application to the Build- . ing Inspector for 'a permit for such purpose. Such applicattion shall be accompanied by a per- mit fee of $5.04, a plan showing the location and design of the proposed incinerator ar work in connection therewith, and such other information as the Build- ing Inspector may reasonably require, including plans and specifications for such incinera- tor and a statement as •to its rated capacity. 4. Such application shall then be reviewed by the Village En- gineer and the Fire Chief, who shall approve .the same if the proposed incinerator is to be of proper materials, sufficiently strong and heat-resistant for the purposes intended, and if ' the proposed location is free from danger to.ad~acent prop- erty wren swcl} incinerator is in operation. ,Neither of said per- '; sons shall ~ withhold approval arbitrarily, and the reasons for failure to appr~ave any such application shall be endorsed upon the application by the per- son disapproving the same. Each dsy that a commercial incinerator is kept or main- tained in violation of this ordi- nar~ce shall constitute a sep- arsrte offense and each time such incinerator is operated in such manner as Ito violate this ordinance shall constitute a separate offense. 8. Any person, firm or corpo- ration who shall violate any provision of this ordinance shall; upon conviction thereof, be punished by a fine of not to emceed one hundred dollars, or by unprisonment for not to ex- ~eed ninety days.
