Time of meet~.n of the Council .~~ , i ~. Regular meetings of the Vi.]lage Gouncil shall. be-held on the second and fourth Mondays of each month at 7 sot? ©' clock P.M, at the Village Ball. If any such °' Monday shall be a legal holday~ the meeting shall be held on the next 'following day at said hoar and place. , B.
