ING THERFAF", AS PASSED May 31, 1951, AND AS SUBSEQUIIiT9~.Y AIK~NDED The Village council of the Village of Richfield do ordain as fo11o'wss ard3nance No. 3.071, passed N1ay 31, 1951, and as subsequently amended, is hereby amended to read as fo]lowss Sect 1. 7bgs -•~o be Licensed. A. No person shall own, harbor or ~ke~ep a dog or animal of. the dog kind over the-age of three months withim the limits of the Village of Richfield unless a currant ]3.cense sha].a. have first been procured; provided that if #,he dog is se- curely penned, no license need be procured. Such license shall be for the dole or unexpired pori~i.on of the year ending on the next ensuing first day of June: B. Such owner or keeper shall pay the village clerk for each license the sum of Three Dollars for each dog and shall provide such descript3.ve data as required - by the clerk to permit reasonable identification of the dog being licensed, end of its ownership. _ C. The village poundkeeper may also be autho rSzed by the village clerk to issue licenses or duplicate licenses at any time. Sec'~aion 2. .License Tags ._.~..._ A. The V311a.ge Clerk shall. provide and fta.rnish for each licensed dog a metallic t$g upon which he shall eve stamped or engraved the register number of •tdie cfog, the word, "Richfield' and the year when registered. The designs of such metallic tag shall be changed each year. B. loo person sha11 make, sells purchase, possess, or shaL1 place or ~.llo~ to be placed on their dog any metallic tag of the same form. shape, or intended ~ be like the official tag, or shall attempt in anytaay to counterfeit .the design adopted for such officialtag. C. In case the said metallic tag is lost or stolen, after having been raga- larl~ issued as herein provided, the owner or keeper of a• dog, upon presenting and surrendering to the Village Clark the license receipt issued when the dog was registered, numbered,. described and licensed, as herein provided, shall re- ceive a duplicate tag and a duplicate license upon the payment of twenty-five cents to the Village Clerk. ~ • 43. BTo person sha11 ~ granted a duplicate flag and license unless the original tag has actually been lASt or stolen, and the Village Clerk or the poundkeeper may, before issuing such duplicate tag and license, require an accurate written state- ment to ~ made and furnished by such applicant for a dttpli.cate license and tag, setting forth the fact that such tag has been lost or stolen and is not at the time in their possession. E. Every owner or keeper of a dog or animal of the dog kind, within the Village limits, shall place or ke®p around the neck of the dog or animal owned or kept by him a collar on which sha3.1 be securely fixed, the metallic tag above mentioned. 4U g. Bo person ha~e'ing the custody or control of any dog or animal of the dog kind shall pexam3.t the same at large in a yard or to ~ 'upon any street in said Village or to at large within the limits of said Village unless it nears the eo'~lar and tag described above. Section .Vicious ids ~o person shall keep or suffer tD be kept on his premises, or on premises oceupi.ed by him within said Village nor permit nor suffer to run. at large in said Village or on any street thereof any dog of a ferocious or vicious character, habit or disposition. It shall be lawful for any police officer or poundkeeper to k3.11 or d®stroy any' such anima]. if found 3a any street at large in sa~.d 9illags. Section .Female Dogs 3n Heat ~o owner or keeper of a fema~ dog:. shat-1 permit or suffer the same to r~ at large or be in any st~eet~ alley or public place in said Village. while same is in heat,. and any such dog shall be taken up and mounded if fomld at large in vio- latian of this provision. Such dogs shall be released only upon pay3.ng impounding fees. Section . Confinement. of All_.Dogs A, ~henever the prevalence~of a hydrophobia renders such action necessary, to protect the public hea7.th and safeH~, the 1+~ayor shall issue a. proclamation ordering every person owning or keeping a dog ~ confine it securely on his .premises unless it as muzzled so that it cannot bite, for such period as he shall state therein. B, The Council may designate a period not to exceed tt~o weeks each year when all dogs within the Village shall be confined to assist the poundkeeper and the police officers ~ of this village -i.n carrying out the provisions of this ordinance. At 1®ast two weeks not3.c® of each period shall. be given by posting copies of such notice 3n three conspicuous places within the Village, and by publ3.shing at least once in the official newspaper of the Village. , C. Ito person having the care or control of a dog within th3.s Village, shall fall or refuse to comply with any such orders. Secs t3+,on b. F~nforaement It shall be the duty of the police officers and the poundkeeper of the Vil.. loge to enforce the provisions of this ordinance and to transport to the village dog pond any and all clogs kept within the village or zwc~ning at large therein can'trary to the provisions of this ordinance. It shall ~e unlawful for any person to refuse to exhibit his license or receipt to any police officer or poundkeeper when requested to do so. ATo person shall in any manner molest, hinder or intefere with any official carrying ont the terms of this ordinance.. Section Period of Impoundment All dogs conveyed to the Village pound shall be kept, with kind trea'trnent acid sufficient food and water for their ec~anfort, at least three d~.ys unless sooner reclaimed by their owners as hereinafter provided. Ixi case the owner of away impounded dog shall desire to reclaim him from the dog pound,. such dog may be, released frcaa the dog pound upon payment of such owner the suit of tae }bllar~ plus the cost of keeping of such dog in said pound,. and upon exhibiting to 'the keeper of such pound of a license and license tag daily issued pursuant to this ordinance. `~ S®c~n 8. Dis sit3.on of IIncla3.med 9?ogs p 4 If, at the end of said three-day period,. any such dog s~,ll not have been reclaimed by the owner, then such dog may be sold by the poundkeeper, to any person wig sha,7.]. procure a liaense for such dog, provided that the re• qu3.rement of such license shall not be applicable if the purchaser of such dog furnishes proof that he is not a resident of Richfield and signs a s ~ate~ menu that the dog will. nat be k®pt in Ei3.chfield. ~ At say t3.me after said three- day periods the poundkeeper may cause any unclaimed dog, not sold, to be killed in a humane manner and shall proper~,q dispose of the remains thereof. Bection 9. Accounting for Pouad Revenu®s The poundkeeper sha11 account for and pay over mthly to the Village Clerk all money received by him on behalf of the Village, by reason of licenses and fees. Said poundkeeper shall. also keep an accurate account of all ]3 aeaases issued by him, all fees collected, all sales made, all dogs received at the dog pound and all dogs killed or released :therefrom atad shall submit such ac- counts monthly to the Village Clerk. 3®ction 1Q. Suspected or Rabid ?1~ogs ' Whenever any dog within the Village of Richfield shall have bitter ang person, the Village Bealth~Cfficer is hereby authorized and empowered to order the police officers or poundkeeper to take such dog to the dog pound and there keep such -dog for such t3~e as the FJea].th f)fficer shall order ~o give such Health ~Pficer an opportwaity to determine whether .such dog is diseased, and no diseased dog shall be killed until so ordered by said Health ~ficer. 3eat3.on 11. afficial Limit as to Number of Ibis Outs3.de of Licensed Kennels ,~. _ 'Not -more than two dogs over three months of age shall be kept on any one premises in the. Village of Richfield unless in a 13.censed kennel and the keeping of more than two dogs over three months of age obi one premises-other than a licensed kennel is hereby declared to be a nuisance, Section 12. Kermels A. No person shall keep more than two dogs over three months of age."in this Village without first obtad.ning a kennel license, nor shall any person engage in the business of selling, boarding, breeding, showing, or treating dogs in this Village without first receiving a kennel license therefor. Appli• cation for a kennel 13.cense shall be made to the Village Council in writing, and sha11 be accompanied by fibs kennel license fee, The Village Council may either grant or deny such license.
