No person, firm or corporation shall park or operat° in the Village of i~1d any broadcasting vehicle, as the term is hereinafter defined without first obtaining a permit therefor from .the Village of ~? cl,~ield in ac- cordance w; th the provisions hereinafter set forth. Section 2: For .the purpose of this ordinance, a "broadcasting vehicle" is hereby de~ f~ d to be any vehicle, motor-dratm or otherwise, which has attached theretp any device "for amplifying and broadcasting through one or more loud speak- ers, speech or music, whether produced from records or racLo reception or vocally through microphone, and which projects sound from records or radio reception or vocally through microphone, and which projects sound from such vehicle with a total speaker volume o f mo re than one watt., • Section 3. All applications for permits shall be made to the Village, Clerk at east -seven (7) days before the day or period for which the permit is sought. Each- application shall s fate the name and address of the person applying for such license, a description of the vehicle to be used for said purpose, the type and kind of sound-making or broadcasting device attached theretn~ the State license number of said vehicle, the type of program to b~ transmitted, and the days or the period for which a permit is requested. Section 4. Upon fulfilling the requirements hereinabove set forth: and upon paying of the required permit fee, the cle,~.k shall issue such permit, pro- viding that if the appla.cant shall have beef convicted of a prior violation of . this ordinance, tie Vila ge Council shall determine whe then a permit shall b e issued. Section 5. Permits may be issued on either axe annual basis or for certain •specified day s.~rmits issued on an annual basis shall expire on December 31st next follotnng the date of issuance. The annual permit fee for each such vehicle shall be X50.00. The daily permit fee for each such vehicle shall be ~3.~ for the first day and ?~1.Q0 for each. additional day. Each person, firm or corporation .who desires to operate a broadcasting vehicle for the sole purpose of presenting a program of a char; table, civ5.c, educational or religi ous nature, and not other- wise~ without profit, may obtain a permit without payment of the permit fee. • Sec-b.on 6. Each permit issued shall be kept or displayed in or upon the vehic e~foriT-iich issued, and open to public inspection at all times. Section 7. Section 8.
