AMENDMENT TO ORDINANCE N0. 2.03
AN ORDINANCE AMENDING THAT CERTAIN ORDINANCE N0. 2.03
OF THE VILLAGE OF RICHFIELD, MINNESOTA, ENTITLED "AN
ORDINANCE FOR THE PURPOSE flF PROMOTING HEALTH, SAFETY,
ORDER, CONVENIENCE, PROSPERITY AND GENERAL WELFARE BY
REGULATING THE USE OF LAND, THE LOCATION AND USE OF
BUILDINGS, THE ARRANGEMENT OF BUILDINGS ON LOTS, AND
THE DENSITY OF POPULATION TN THE VILLAGE OF RICHFIELD,
HENNEPIN COUNTY, MINNESOTA" PASSED THE 25th DAY OF
OCTOBER, 195, AS SUBSEQUENTLY AMENDED.
The Village Council of the Village of Richfield do ordain that
Ordinance No. 2.03 of the Village of Richfield, entitled "An
Ordinance for the Purpose of Promoting Health, Safety, Order, Con-
venience, Prosperity and General Welfare, by Regulating the Use of
Land, the Location and Use of Buildings, the Arrangement of Buildings
on hots, and the Density of Population i.ri the Village of Richfield,
Hennepin County, Minnesota++, passed Oetober 25, 19511, as subsequently
amended is hereby amended in the following respects
Section 5, Sub-section 3, thereof is hereby amended
by striking the following paragraph therefrom, to wit:
~+That area lying between the centerline of Queen
and Penn Avenues between 71~th and 76th Street++.

sworn, on oath says; Uhat he is, and during all the times herein stated
has been, ol~e of the publishers of the newspaper known as The
Richfield News, and has full knowledge of the facts hereinafter
stated; that for more than one year prior to the publication2th~r~in
of the I~Totic~_-.Bill X1959-4_.Amendment to Ordinance
hereto attached, said newspaper was published in the Village of Rich-
field, in the County of Hennepin, State of Minnesota, on Thursday of
each week; that during all said time said newspaper has been printed
in the En,glisYl language from its office of publication within the Vil-
lage of Richfield, Hennepin County, 1lzinnesota, from which it is issued
as above stated and in newspaper format and in column and sheet
form equivalent in space to at least 450 running inches of single col-
umn, two inches wide; has been issued a aforesaid once each week
from a known office established in said place of publication and em-
ploying skilled workmen and the necessary material for preparing
and printing the same; that the press work an that part of the news-
paper devoted to local news of interest to the community it purports
to serve has been done in its known office of publication; that during
all said time in its makeup not less than twenty-five percent of its
news columns have been devoted to local news of interest to the com-
munity it purports to serve; that during all said time it has not
wholly dwplicated any other publication, and has not been entirely
made up of patents, plate matter and advertisements; has been cir-
culated in and near its said place of publication to the extent of at
least two hundred and forty (240) copies regularly delivered to pay-
ing subscribers and has entry as second class matter in its heal post-
office; that a cagy of each issue has been filed with the State Histori-
cal -Society, St. Paul; and that there has been on file in the afficeJ of the
County Auditor of Hennepin County, Minnesota, the affidavit of a per-
son having knowledge of the facts, showing the name and location of
said newspaper and the existence of the conditions constituting its
