AN ORDINANCE AMENDIPdG 'THAT CERTAIN ORDINANCE OF TI-~ VILLAGE OF
RICHFIELD, HENNEPIN COUNTY, MINNESOTA, ENTITLED, "AN ORDINANCE
TO ESTABLISH A POSITION-CLAS5IFIG~TION PLAN, A O~P~IPENSATIOid PLAN,
A MERIT SYSTEM AND A BASIC PERSONNEL POLICY FOR THE VILLAGE OF
RICHFIELD, MINNESOTA" PASSED FEBRUARY 26, 1951, AS SUBSEC~JENTLY
AMENDED.
The Village Council of the Village of Richfield does ordain as follows::
Section 31 of Ordinance No. 12.01 of the Villa ge of Richfield entitled: "An
Ordinance to Establish a Position-Class=if icat%on Plan, a Compensation Plan, A Merit
System and a Basic Personnel Policy for the Village of Richfield, Minnesota",
passed February 26, 1951, as subsequently amended, is hereby amended to read as~
follows:.
"SECTION 3i. IMPLOYEES~ ADVISORY BQ4RD
There shall be established and maintained an Employees' Advisory Board to serve
in an advisory capacity in the formulation of personnel policy and administration of
the personnel program and in the consideration of any matter affecting the quality
of service of the municipal departments. Such board may investigate, consider and
report or matte recommendations on personnel matters.
A. Make-Up and Selection.
The Employees' Advisory Board sh all consist of the Village Manager, one Council-
man to be selected by a majority of the Council at the first meeting in January of
each year and six employees.
The six employees shall be selected from the following employee groups: One
representative shall be from the Streets and Parks Division and the Sewer Division
of the Fublic Works Department; one representative shall be from the Fire Depart-
ment; one representative shall be from the Police Department; one representative
shall be from the Liquor Store Department; one representative shall be from the
Engineering and Inspection Divisions of the Public Works Department and one repre-
sentative sh all be from the Clerk-Treasurer Department and other employee groups not
hereinbefore mentioned.
Employee members shal 1 be selected by the appropriate employee groups during
the month of January. A11 members shall take office on February first following
their selection. It shall be the duty of the Village Clerk to arrange for necessary
elections to secure representation as hereinbefore provided. AIo employee member of
the Board shall be precluded from completing his term because of transfer or promo-
t ion.
B. Term of Office of Employee Members.
Except as hereinafter provided each of the elected employee members sh all serve
for three years. To give effect to the provisions of this amendment, however, the
representative of the Streets and Parks Division now serving on said Board shall
continue to serve the balance of his current term which expires on February 1, 1961;
the representative for the Clerk Treasurer Department Cand other employees) shall
continue to serve the balance of the current term which expires on February 1, 1960;
the first representative of the Fire Department shall serve for a term of one year;
the first representative of the Police Department shall. serve for a term of two years;
the first representative of the Liquor Store Department shall serve for a term of
three years and the first representative of the Engineering and Inspection Divisions
of the Public Works Department shall serve for a term of three years.

In case of a vacancy among the elected members, a new member shall be chosen by
the five remaining elected members to replace the elected member, if the unexpired
term is less than one year. If the unexpired term is more than one year, the vacan-

D. Function.
The function of the Employees• Advisory Board shall be solely advisory and no
member shall have or attempt to exercise any administrative authority beyond that
of his regular posi tion."
