AN ORDINANCE AMENllING THAT CERTAIN ORDINANCE N0. 12.01 OF THE VILLAGE OF RICHFIELD, EN-
TITLED "AN ORDINANCE TO ESTABLISH A POSITION-CLASSIFICATION PLAN, A CODIPENSATION PLAN,
A MERIT SYSTEM AND A BASIC PERSONNEL POLICY FOR THE VILLAGE OF RICHFIELD, MINNESOTA''
AS PASSED FEBRUARY 26, 1951, AS SUBSEQUENTLY AMENDED.
The Council of the Village of Richfield does ordain: Ordinance No. 12.01 of this
Village entitled "An Ordinance to Establish a Position-Classification Plan,, a Com-
pensation Plan, a Merit System and a Basic Personnel Policy for the Village of
Richfield., Minnesota" as passed the 2bth day of February, 1951., as subsequently
amended, is hereby amended in the following respects:
(1) Section 9 thereof is hereby amended to read as follows:
"There shall be established a compensation plan for all positions subject
to this ordinance.
The annual schedule of pay for each position shall be established by re-
solution of the Council annually, immediately after adoption of the annual
budget and shall be filed with the Village Clerk and shall have the same
effect as though it were a part hereof. Such resolution shall state the
starting salary and the maximum salary for each position classification.

Any salary range established for a class shall represent the total remun-
eration for full time employment in the class, but shall not be considered
as reimbursement for official travel or other expenses which may be al-
lowed for the conduct of official business. Unless approved by the ap-
pointing authority, no employee shall receive pay from~the municipality
in addition to the salary authorized for any position or positions to
which he has been appointed. This shall not operate to prevent employees
from working in more than one position when authorized by the Village Manager."
(2) Section 14 thereof is hereby amended to read as follows:
"If an employee is transferred, promoted or demoted his rate of pay for
the new classshall be determined as follows.:
a. In the case of a transfer or promotion, if the rate of pay for the
former class is less than the minimum rate established for the class of
of the nets position the rate sha1T bn ac!vanced to he minimum of the
class to which transferred or promoted.
b. In the case of a transfer or demotion, if the rate of pay in the for-
mer class is more than the maximum rate established for the class of the
new position, the rate of pay shall be reduced to the maximum rate of the
position classification to which transferred or demoted such determination
to be made: by the Village Manager.
c. In case of transfer for the good of the service of the employee and
not in the nature of a promotion or demotion, the rate of pay shall. remain
the same ."

This amendment shall be effective from and after January_I,, 1959 as passed by the

as above stated and in newspaper format and in ,column and sheet
form equivalent in space to at least 450 running inches of single col-
umn, two inches wide; leas been issued as aforesaid once each week
from a known office established in said place of publication and em-
ploying skilled workmen and the necessary material for preparing
and printing the same; that the press work on that part of the news-
paper devoted to local news of interest to the community it purports

all said time in its makeup not less than twenty-five percent of its

culated in and near its said place of publication to the extent of at

office; that a copy of each issue has been filed with the State Histori-
cal Society, St. Paul; and. that there has bbeen on file in the ~afficei,of the
County Auditor of Hennepin Gounty, Minnesota, the affidavit of a per-
son having knowledge of the flacts, showing the name and location of
said newspaper and the existence of the conditions constituting its
gwalifications as a legal newspaper.
