AN ORDINANCE AMENDING THAT CERTAIN ORDINANCE NO. 3.172 OF THE VILLAGE OF RICHFIELD,
MINNESOTA ENTITLED "AN ORDINANCE FOR THE LICENSING AND REGUI.~ITING THE SALE OF NON-
INTOXICATING MALT LIQUOR IN THE VILLAGE OF RICHFIELD, AND REPEALING PRIOR ORDINANCES
RELATING THERETO" PASSED THE STii DAY OF MAY, 1952, A'S SUBSEQUENTLY AMENDED.
The Village Council of Richfield, Minnesota, ordains:
Ordinance No. 3.172 of the Village of Richfield, entitled "An Ordinance
for the Licensing and Regulating the Sale of Non-Intoxicating Malt Liquor in
the Village of Richfield, and Repealing Prior Ordinances Relating Thereto",
passed the 5th day of May,: 1952, as subsequently amended, is hereby am ended in
the following respects:
(1) Section 6 thereof is hereby amended to read as follows:
"Section 6. No on-sale license shall' be granted to any applicant who
already owns a Richfield on-sale license, and no license shall be granted to
permit the sale of such malt liquor at more than one location, which shall be
definitely described by street and number in the license."
(2) Section 12 thereof is hereby amended to read as follows:

"Section 12. Neither malt liquor nor intoxicating liquor shall be sold,
served or consumed at or in any theater, picture show, dance hall or other place
of public amusement or entertainment. No such malt liquor shall be sold or served
for consumption, or consumed at, in or upon any public highway, or in any motor
vehicle upon any public highway or upon any public street, alley,. park or park-
way, or upon private property without the consent of the owner thereof. It is
unlawful to transport or convey such malt liquor or intoxicating liquor in any
vehicle within the Village of Richfield unless the same shall be contained in
the original package with cap or seal unbroken.
"It shall be unlawful for any person operating a restaurant, or other
public eating establishment selling beverages for consumption on the business
premises, to mix any beverage with intoxicating liquor on such premises, or to
se1T any beverage for the purpose of mixing the same with intoxicating liquor
on such premises, or suffer or permit the consumption of intoxicating liquor on
such premises; nor shall the agent or employee of any such person do or permit
any of the unlawful acts defined in this paragraph."
Passed by the Council this 23rd day of December, 1957.

sworn, on oath says; that he is, and during all the times herein stated
has been, one of the publishers of the newspaper known as The
Richfield News, and has full knowledge of the facts hereinafter
stated; th t for more than one year prior to the ublication therein

hereto attached, said newspaper was published in the Village of Rich-
field, in the County of Hennepin, State of Minnesota, on Thursday of
each week; that during all said time said newspaper has been printed
in the English language from its office of publication within the V111-
age of Richfield, Hennepin County, Minnesota, from which it is issued
as above stated and in newspaper format and in column and sheet
form eauivalent in space to at least 450 running inches of single col-
umn, two inches wide; has been issued as aforesaid once each week
from a known office established in said place of publication 'and em-
ploying skilled workmen and the necessary material far preparing
and printing the same; that the press work ~,n tha•t part of the news-
paper devoted to local news of interest to the community it purports
to serve 'has been done in its known office of publication; that during
all said time in its makeup not less than twenty-five percent of its
news columns have been devoted to local news of interest to the com-
munity it 'purports to serve; that during all said time it has not
wholly duplicated any othex publication, and has not been entirely
made up of patents, plate matter and advertisements; has been cir-
culated in and near its said place of publication to the extent of at
least two hundred and forty (2400 copies regularly delivered to pay-
ingg subscribers and has entry as second class matter in its local post-
offic°; and that there hasbeen on file in the office of .the County
Auditor of Hennepin County, Minnesota, the affidavit of a person
having knowledge of the facts, showing the name and location ~of
said newspaper and the existence of the conditions constituting its
qualifications as a legal newspaper.
