1957-10Bill No. 195?-10 ~~ I ~~ J, ORDINANCE N0. 12.04 AN ORDINANCE ABOLIS~iING TiiE OFFICE OF CONSTABLE IN TiE VILLAGE OF RICHFIELD The Village Council of the Village of Richfield, tIennepin County, I~iinnesota do ordain as follows: Section 1. The offices of constable in the Village. of Richfield, ~~:innesata, are hereby abolished at the end of the terms of the incumbents or when earlier vacancies occur. Section 2. The Village Council shall annually, by resolut~.on, designate. one ur more of the village police off icex~s as process officers who shall-have all the powers and duties of constables c~~ith reference to the serving of legal process. Such process officers may charge for their service as such, but all fees received for such services shall be paid into the General Fund of the Village of Richfield. Section 3, Subject to the referendum provisions of Minnesota Statutes Section 212,34, this ordinance shall take effect and be in fu~l force from. and after its passage and publication. R...--~ ~---- Rro arl------------------------- AFFIDAVIT OF' PUBLICATION being duly sworn, on oath says; that he is, and during all the times herein stated has been, one of the publishers of the newspaper' known as The Richfield News, and has full knowledge of the facts hereinafter stated; that for more than one year prior to the publication therein of the$:Ll.l__~-1.~~-'~--1II.___ardinane-e---~120~-:-a.bo-l.~.sh~..------ n~.__the-_-off ice--- af--_c.onstable--- in--_the.__vill~.~e---_-- ®f Richfield hereto attached, said newspaper was published in the 'Village of Rich- field, in the Cou:~ty of Hennepin, State of ltilinnesota, on Thursday of each week; that during all said time said newspaper has been printed in the English language from its office of publication within the Vill- age of Richfield, Henrepin County, Minnesota, from which it is issued as above stated and in newspaper format and in column and sheet form equivalent in space to at least 450 running inches of single col- umn, two inches wide: has been issued as aforesaid once each week from a known office established in said place of publication and em- ploying skilled workmen and the necessary material for preparing and printing the same; that the press work on that part of the news- paper devoted to local news of interest to the community it purports to serve has been done in its known office of publication; that during all said time in its makeup not less than twenty-five percent of its news columns have been devoted to local news of interest to the com- munity it purports to serve; that during all said time it has not wholly duplicated any other publicatian, and has not been entirely made up of patents, plate matter and advertisements; has been cir- culated in and near its said place of publication to the extent of at least two hundred and forty (2400 copies regularly delivered to pay- ing subscribers and has entry as second class matter in its local post- office; and that there ha.s been en file in the office of the Coanty Auditor of Hennepin County, Minnesota., the affidavit of a person having knowledge of the facts, showing the name and location of said newspaper and the existence of the conditions constituting its qualifications as a legal newspaper.
