The Village Council of the Village of Richfield do ordain as follows:
Section 1. Definitions. his used in this ordinance the following terms
shall be defined as follows
Roller Skating Rink. :any room place or space open to public patronage
where facilities are available for roller skating, wherein the public
may participate, and at which admission r~~ay be had by the public by pay-
ment directly or indirectly of an admission fee or price, including a
fee far membership in a club, the price of food, or payment for any
other form of amusement, offered in or from the licensed premises.
Operate. To conduct; to manage; to supervise; to maintain; to keep.

,Section 3. X11 applications for license pursuant to this ordinance shall
be mace in writing; to the Tillage Clerk, shall be verified by oath of
the applicant, and shal]_ be accompanied by the license fee herein required.
The Clerk shall present the aioplication to the Council at its next rseet-
ing for action. The application shall state t1e nar~le ar_c? adc'ress of the
applicant, and if the applicant is a corporation, the name of its of-
ficers and directors; the location of tl:e place where the roller skating
rink will be operated; artd such adc~itirna.l inforr~~ation as the Clerk of
the Village Council shall rc~c;uire. No license shall be issued under
t~iis ordinance unless the `JillagE Council is satisfied that the place
to be licensed is properly ventilated and equipped witn necessary toilets,
washrooms, and such public facilities, c~nd that such place is not likely
to become a public nuisance ~:~r detrimental to public morals. }~11 li-
censes shall c;xpire on the 31st day of ~~ece-,,rfber following their issuance.
Section 4. The license fee req~~ired hereunder shall be 100_.00
for each license year or fraction thereof .
Section 5, All persons licensed, anal all persons required by this or-
c?inance to be licensed, shall comply ~.~ith the f~~]_lowing regulations:
(a) Every roller skating r. ink shall be illuriinated while in rublic
use, and roller skating therein w:~ile tnc• lights are extinguished or
turned low, or ~'ay light dir:~uned, so as t:' rAive in~prc,per vision, is here-
by prohibited.
(b~ ~"~o operator :rf ~~ roller skatir~~; rink shall perrz2it any person
unc'er the age of 16 years, unless such persons is accompanied by parent

(c) ~~ny room. or premises used fora roller skating rink shall be
closed a.nd kept closed to the public, and no person shall be permitted
to roller skate therein between the hours of 11:00 o'clock Y.N1. and ?:00
0' clock .~.~i. , next following of any day, provided that, on perrriit of the
Village Council, such prer~-ises may be kept open and roller skating r-~ay
be carried on therein at all times except between the hours of 1:00
o'clock I~.I-~. and 6:00 o'-clock Y.N. of each day in any building that is
so constructed and maintained that sounds resulting frorr_ activities
carried on within are not audible in adjacent residential areas.

(e) `T'here shall be no inflar~unable decorations.upon the premises,
but decorations used shall be of a fireproof nature. The owner or oper-
ator of said prer~.ises shall n:~t permit snoking on the st{ating floor,
but only in specific portions of the building designated and marked for
such purpose.
(f) Igo licensee hereunder shall sell or ~errlit on the premises
any r:alt beverage or alcoholic beverages of any kind.
(g) The licensee s!aa11 provic'~e and pay for the services of a
special police officer who shall be on duty on or about the pren~.ises
during all times that sairi roller skating rink is open for business.
section 6. The `eTillage Council may at any time rev3ke any permit or li-
cense issued hereunder, ane~ shall re voice any such permit or license held
by any person convicted of violating any of tree provisions of this or-
dinance.
Section 7. ~lny person who shall violate any provision of this ordinance
shall be guilty of a r.isdenleanor, and upon convicti'n thereof shall be
fined in a sump not to exceed $100.00 or irr~prisoned not t~~ exceed ~0 days.
