ORDINANCE No. 2.1~.
AN ORDINANCE RELATING TO THE MITNICIPAL
WATER SYSTEM, ESTABLI~IING REGULATIONS
AND RATES FOR ?nTATER SERVICE, AND PRO-
VIDING PENALTIES FOR VIOIATIONS THEREOF
The Village Council of the Village of Richfield ordains:
Section 1. Use of :~Tater Restricted to Authorized Persons. No person, firm or
corporation shall make, construct or install any water service installation, or make
use of any water service, connected to the municipal water system except pursuant to
application and permit as provided in this ordinance, nor shall any person, firm or
corporation otherwise make, construct, install or make use of any installation con-
nected to the municipal water system contrary to the regulatory provisions of this
ordinance.
Section 2. Applications. All applications for service installations and for
water service shall be made at the Public T~Torks Department on printed forms furnished
by the village, and shall contain the name of the owner, an account number, and a
description of the property, lot, block and addition, name of the street upon which
the property fronts and the official street number assigned to the premises as shown
by the records of the village, and the signature of the applicant agreeing to conform
to the rules and regulations that may be established by the village as conditions for
the use of water.
All applications for service installation shall be made by the owner of the property
to be served, or by his duly authorized agent, and shall state the size of service
.connection required, and the applicant shall at the time of making application pay to
the village the amount of the fees or deposit required for the installation of the
service connection as hereinafter provided.
?•?hen service connections have been installed, application for water service may be
made either by the owner, or his duly authorized agent, or by the tenant or occupant
of the premises.
Section 3. Service Charges.
A. Curb Box Connection Permit. A permit must be obtained to connect to existing
water service leads at the curb box. The fee for each such permit shall be
X7.50. No permit shall be issued except to a plumber licensed by the village.
B. Service Installation. Additional charges shall be made and collected for tap-
ping and making connections with the water mains where a curb box and service
lead is not installed. This charge is to be paid at the time of making
application.
Minimum Charges - In case the installation is to be in an unpaved street:

1 inch service connection ...................... 100.00
This charge shall include the tapping of the water main, the
installation of the service line to a curb stop and box located
about 6 inches from the property line, and the installa tion of
the curb stop and box.

Additional Charges for Installation on Paved Streets:
In case the installation is to be upon a paved street, it shall be
assumed that the main will be under the center of the pavement. There
shall be added to the minimum charge $2.00 per lineal foot of service
installed under cement concrete pavement or sidewalks, and `51.00 per
lineal foot of service installed under high type asphaltic pavement..
Temporary surfacing such as road-mixed asphalt shall not be considered
pavement..
Larger Sizes:
For larger connections, the amount to be charged shall be fixed by
the Manager, based upon the estimated cost of installing the service.
C. Turn on Water. For turning on water where service has been turned off for
non-payment of water bill, failure to repair a leak, discontinuance of
service or any other cause, a service charge of $5.00 will be made.
D. Adjust Curb Boxes. For raising or lowering stop-box tops to correspond with
ground level change made by property owner, a charge of x10.00 will be madea
Section 4. Time for Connection. If, from any cause, the plumber laying the
service pipe should fail to have the connection made at the time specified in his
application, notice must be given the Public VForks Department fixing another day on
which he wishes to make the connection. The notice must be given at least two days
previous to the excavation for laying of the service pipe, and the connection must
be made before 5 P. M. except in special cases, and then the work shall be done only
L_pon a written order from the Public Z~~Torks Department,
Section 5. Property Assessments.
A. Fee for permit for water main tapping shall be paid for each connection in
the amount specified in Section 3. In addition thereto, before any permit shah' be
~_ssued, there shall be paid any sum required under B and C as follows:
B. 1~rhen the Department of Public T~Iorks is in doubt as to whether the property
proposed to be served has been assessed or will be assessed for the water
main and appurtenant facilities from which service is proposed, it may refer
to the Finance Director the question of whether provision has been or will
be made to assess the property proposed to be served. No permit shall then
be issued to tap or connect with any water main of the village either
directly or indirectly from any lot or tract of land unless the Finance Depart=
went shall have certified:
1. That such lot or tract of land to be served by such cannection or tap has
been assessed for the cost of construction of the water main with which
the connection is made, or

2. If no assessment has been levied for such construction cost, that
proceedings for levying such assessment have been or will be commenced
in due course, or
3. If no assessment has been levied, and no assessment proceedings will be
completed in due course, but a sum equal to the portion of cost of con-
structing said water main which would be assessable against said lot or
tract has been paid to the village.
• ~. If no such certificate can be issued by the Finance Department, no permit to
tap or connect to any water main shall be issued unless the applicant shall
pay an additional connection fee which shall be equal to the portion of the
cost of construction of the said main which would be assessable against said
lot or tract to be served by such tapping connection. Said assessable cost is
to be determined by the Finance Department upon the same basis as any assess-
ment previously levied against other property for the said main. If no such
assessment has been levied, the assessable cost will be determined upon the
basis of the uniform charge which may have been or which shall be charged for
similar tapping or connection yrith said main, determined on the basis of the
total assessable cost of said main, allocated on a frontage basis. adhere the
assessable cost cannot be determined, the charge is hereby fixed at X5.00 per
front foot of the property to be served.
Section 6. Accounts, How Kept. All accounts shall be kept on the books of the
village by the house and street number and under the account number assigned thereto and
the name of the owner or of the person signing the application for service. All bills and
notices sent out by the village shall be sent to the house or street number of the pro-
perty. If non-resident owners or agents desire personal notice sent to a different
address, they shall file an application therefor with the village. Any error in address
shall be promptly reported to the village.
Section 7. I~Tater Rates.
A. The rate due and payable to the village by each water user- within the village
for water taken from the water supply system shall be forty-five cents per
1,000 gallons, payable quarterly; subject, however, to a minimum charge to
each water user for each quarter year period during which water service is
furnished as follows

In case the meter is found to have stopped, or to be operating in a faulty
manner, the amount of water used will be estimated in accordance with the
amount used previously.
Ithere service is for less than a quarterly period, this charge will be
pro-rated on a monthly basis.
B. When water is desired for construction purposes or other temporary uses,
the owner shall make application in the regular way and on the regular form..
C. 't~Tater bills shall be mailed to the customers quarterly and shall specify the
.water consumed and the charge in accordance with the foregoing rates.
D. Where a connection is made to an automatic sprinkler system for standby ser-
vice only, a charge for such service shall be made on an annual basis as
follows:
2 inch pipe connection ........ $ 30.00

These rates shall apply in all cases where automatic sprinklers are installed
and where fire gates and other outlets are sealed. No charge will b e made for
water used in extinguishing fire.
Meters or detector check valves must be installed on such services as required
by the Public ~~Torks Department.
Should it be found that water not metered is used through a fire connection
for any purpose other than the extinguishing of fire upon the premises, the
oVmer and occupant will be notified, and if such improper conditions are not
corrected within ten (10} days, the water will be shut off until proper
adjustments are made, and the owner shall be subject to the penalties as pro-
vided in this ordinance.
Regular inspections shall be made of all fire service connections with all
piping, fire gates, and other attached appurtenances.
The inspector shall have access to the premises for such inspection aid shall
keep a record of all inspections made..
Section 8. Delinquent Z~Tater Accounts. All charges of water shall be due on the
quarterly due date specified by the village for the respective account, and shall be
delinquent fifteen days thereafter. It shall be the duty of the village to endeavor to
promptly collect delinquent accounts, and in all cases where satisfactory arrangements
for payment have not then been made, instructions shall be given to discontinue service
by shutting off the water at the stop box. All delinquent accaunts shall be certified
to the village clerk who shall prepare an assessment roll each year providing for
assessment of the delinquent amounts against the respective properties served. This
assessment roll shall be delivered to the Council for adoption on or before October 1st
of each year. Such action may be optional or subsequent to taking legal action to
collect delinquent accaunts.

Section 9. Discontinuance of Service for Ordinance Violations. Z~later service
may be shut off a.t any stop box connection whenever:
A. The owner or occupant of the premises served, or any person working on any
pipes or equipment thereon which are connected with the water supply system,
has intentionally violated any of the requirements of the ordinances of the
village relative to the water supply system.
B. The owner or occupant of the premises served threatens to violate or cause
to be violated, any of the provisions of this ordinance.
C. Any charge for water, service, meter, or any other financial obligations
imposed on the present or former owner or occupant of the premises served,
by the provisions of this ordinance, is unpaid.
D. Fraud or misrepresentation by the owner or occupant in connection with an
application for service.
Section 10. Deficiency of T,rTater and Shutting off TrTater. The village shall not
be liable for any deficiency or failure in the supply of water to consumers, whether
occasioned by shutting the water off for the purpose of making repairs or connections, or
from any other cause whatever. In case of fire, or alarm of fire, water may be shut
off to insure a supply for fire fighting; or in making repairs or construction of new
works, water may be shut off at any time and kept shut off so long as necessary.
Section 11. Turning on Water. No person, except an authorized village employee,
shall turn on any water supply at the stop box without a permit from the Public Works
Department. No permit will be issued unless the house number, as given by the Public
Z~Torks Department, is prominently displayed, and no such permit shall be given anyone
but a licensed plumber. The village reserves the right to turn off any water supply if
said number is not displayed after a written notice has been sent to the owner as
appearing on its books..
Section 12. Supply From One Service.. No more than one house or building shall
be supplied from one service connection except by special permission of the Village
Council. ?-?henever two or more parties are supplied from one pipe, connecting with the
distribution main, each building or part of building must have a separate stop box
and a separate meter.
Section 13. Tapping of Mains Prohibited. No person except authorized persons
employed by the village shall tap any distributing main or pipe of the water supply
system, or insert stop-cocks or ferrules therein.
Section 1l~. Repair of Leaks.. It shall be the responsibility of the consumer or
owner to maintain the service pipe from the curb box into the house or building. In
case of failure upon the part of any consumer or owner to repair any leak occurring
in his service pipe within twenty-four hours after verbal or written notice has been
given the owner or occupant of the premises, the water"will b e shut off and will not
be turned on until the sum of five dollars has been paid. Trlhen the waste of water is
great, or when damage is likely to result from the leak, the water will be turned off
if the repair is not proceeded Urith immediately upon the giving of such notice..

Section 15. Abandoned Services; Penalties. All service installations con-
nected to the water system, that have been abandoned or have not been used for three
years or, far any reason, have become useless for farther service, shall be dis-
connected at the main by the village, and all pipe and appurtenances removed shall
be the property of the villager
When new buildings are erected ors the site of old ones, and it is desired to
increase or change the old water service,w~o c~:~~.nections ti~rith the mains shall be
given until all the old service shall have been removed and the main plugged. If
any contractor, workman or employee upon such building shall cause or allow any
service pipe to be hammered together at the ends to stop the flotir of tirater, or to
save expense in removing such pipe from the main, the o,mer of such building, such
workman and contractor shall, upon conviction thereof, be subject to the penalties
as set forth in Section 28, and shall remove said service pipe from the main. If he
shall fail to do so on twenty four hours' notice he shall be obligated to pay the
village the cost incurred by it for such removal.
Section 16. Service Pipes. Every service pipe must be laid sufficiently waving
to allow not less than one foot of extra length and in such manner as to prevent
rupture by settlement. The service pipe must be placed not less than 72 feet belaw
the surface and in a1.1 cases so arranged as to prevent rupture by freezing.
Service pipes must extend from the curb box to the inside of the building; or
if not taken into a building then to the hydrant or other fixtures ~rhich it is in-
tended to supply. A shut-off or other stop-cock Z•rith ~raste valve, of the size and
strength required, shall be placed close to the inside wall of the building, well
protected from freezing. Copper tubing shall be used up to and including two inch
services. Joints on capper tubing shall be kept to a mi~ii.~u~~ with not more than one
joint used for a service up to 70 feet in length. All joints shall be left uncovered
until inspected. All services over ttiro inch shall be cast iron. Connections Frith
the mains for domestic supply shall be at least 3/~. of an inch.
Section 17. ?~Tater Meters. Except for extinguishment of fires, no person except
authorized village employees shall use water from the water supply system of the
village or permit water to be drawn therefrom, unless the same be metered by passing
through a meter supplied or approved by the village. No person not authorized by the
Public T~nrorks Department shall connect, disconnect, take apart, or in any manner change,
or cause to be changed, or interfere tirith any such meter or the action thereof.
The Village Council shall from time to time fix the security deposit to be made
to customers for ti-rater meters, and payment for same shall be made in advance before
delivery for installation. Said deposit is hereby fixed as follotirs:

For larger meters the deposit ~•rill be the actual cost to the village of obtaining
the meter.
The Village shat maintain and repair all meters T•rhen rendered unserviceable
through ordinary wear and tear and shall replace them if necessary. Hoti•rever, where
replacement, repair or adjustment of any meter is rendered necessary by the act, neglect
or carelessness of the owner or occupant of any premises, any expense caused the village

thereby shall be charged against and collected from the water consumer, and water
service may be discontinued until the cause is corrected arsd arncunt charged collected.
Z•?hen a consumer makes a complain.-~. -;s:~w~t ~~,~~e ;.ill for any past serv-~ce period

If the consumer remains dissatisfied :~~~..~+ ?-es~_?'e~' that the meter be tested, said con-
sumer shall then make a deposit ~~ th t~~e ~ finance ~~epartmer~t as prescri red below,
and the village shall test the meter. The consumer shall, if he sc desires, be
present when such test is made.
In case a test should shot•T an error of over five percent of the ti,;ater consumed
in favor of the village, the deposit ~rlll be refunded to the coras?.~mer, a correctly
registering meter -Till be installed and the bill gill be adjusted. accordingly. Such
adjustment shall not extend back more than one service period plus ore month from
the date of the taritten request and tree minimum charge shall not be afrected,
In case the test shos-as an accurate measurement of ~•ra.ter or an error in favor of
the consumer, the amount deposited shall be retained by t3~e village to cover part of
the expense of making such test.
Before making a test of any meter, the person requesting such test shall, at the
time of filing his request with the village, make a deposit ti~ith the Finance Depart-
ment of the amount charged for such test, subject to the conditions stated above, which
charges are as follows:
For testing 1~2 inch to 2-inch meters_ $5.00
For testing 3-i:~ch meters 10.00
For testing -inch meters. 20.00
For testing 6-inch meters 30.00
All water meters shall be and remain the property of the village; and may be
removed or replaced or changed as to size and type by the village ~~he~ever deemed
necessary.
Village employees delegated for that purpose shall have free access at reasonable
hours of the day to all parts of ever~r b~aildirtg and premises connected ~•rith the village
water supply system for reading of meters and inspections. T'~e Village ?`~aanager shall
be authorized to make adjustments in ti~rater charges where in his opinion the amount
billed is erroneous due to meter defs_ciea~c_r or other mistake.
Section 18. ~7ater Meter Settingff. 41~ water meters hereafter installed shall be
in accordance with the folloVTing rules:
A. The service pipe from the tirateY° mein to the meter, iahen the same enters the
building, shall be brought throu~~: tie i'loor in a vertical position. The
stop and o•Taste valve shall be installed about tvl..ve (12j inches above the
floor.
B. The meter shall be located so chat the bottom is from six (6) to t;:zel~Te X12)
inches above the finished floor li~~e. the mete~• shall be set no; rr~c?e. t~~an
twelve (12} inches measure;: horizontally ram the --inside line of the base-
ment wall, unless an alternate method is ~.pproved ~y the Fublic ~~vtorks
~ ~.
Department. A suitable bracken ~~~o support tthe meter in a proper vertical
position and to prevent noise from vibration shall be provided.
C. All meter installations shal.:~e 'r~.ave a stop and waste valve on the street
side of the meter. In no case sha.1:I. thex°e be more than twelve (12) inches
of pipe exposed between the po-i ~;:~ of a~i~a•ance through the basement floor
and the stop and waste. A stop and waste valve shall also be installed
on the house side of the meter..
D. The water pipe connecting with the main shall not be run under any basement
floor for a distance of more than two feet, measured from the inside of the
basement wall, before being connected to the water meterp
Meter setting devices for 5/8 inch, 3/!~ inch and one inch meters shall be
of copper pipe or tubing from the terminus of the service pipe up to and
including the house side stop and waste valve..
Section 19. Use of Fire Hydrants. No person other than ari employee of the
water department or the fire department or an employee of the street department who
is engaged in sprinkling or washing the public streets or flushing sewers shall oper-
ate fire hydrants or interfere in any way Urith the village water system without first
obtaining authority tc~ do so from the village engineer.
Section 20. Private ti~Tater Supplies.. No water pipe of the village water supply
system shall be connected with any pump, well or tank that is connected with any other
source of water supply and when such are found the Public Works Department shall notify
the owner to disconnect the same, and if not done immediately, the water supply shall
' be turned off forthwith. Before any new connection to the village system is permitted,
the Public i~Jorks Department shall ascertain that no cross connections will exist when
the new connection is made..
Section 21. Use Confined to Premises. No person shall permit water from the
village water supply system to be used for any purpose except upon his own premises..
Section 22. Connections Beyond Village Boundaries. In any and all cases where
water mains of the village have been or shall be extended to or constructed in any
road, street, alley or public highway adjacent to or outside the corporate limits of
the village, the Public ?~~Torks Department is hereby authorized to issue permits to the
owners or occupants of properties adjacent to, or accessible tog such water mains to
tap and make proper water service pipe connections with such water mains of the village
in conf ormity with and subject to all the terms, conditions and provisions of the ordin-
ances of the village relating to the tapping of the village water mains and making
water service pipe connections therewith, and to furnish and supply water from the
water works system of the village to such owners and occupants of properties adjacent or
accessible to such water mains of the village through and by means of water meters
duly installed. Z~Tater service rendered to such persons shall be subject to all pro-
visions of this ordinance, and persons accepting such service shall thereby agree to be
bound and obligated by said ordinance.
Section 23. Restricted hours for Sprinkling.. ~JJhenever the Village Council shall
determine that a shortage of water supply threatens the village, it may by resolution
limit the times and hours during which water may be used from the village water supply

system for lawn and garden sprinkling, irrigation, car washing, air conditioning
or other uses specified therein; a copy of•said resolution shall thereupon be mailed
to each water customer. Two days after the mailing of such resolution any water
customer who shall cause or permit water to be used in violation of the provisions
of said resolution shall be charged five dollars for each day of such violation,
which charge shall be added to his next water bill; continued violation is hereby
prohibited and shall be cause for. discontinuance of water service.
Section 2~. Sources of Contamination of Public Wells.
A. The following possible sources of contamination shall not be installed
within fifty feet of any public well:
1. Building Plumbing
2. Building Drains
3. Septic Tanks
4. Storm Sewers
5• Sanitai~r Sewer
B. The following possible sources of contamination sh~1l not be installed within
seventy-five feet of a public well :
1. Cess Pools
2. Leaching Pits
3. Drain Fields
Section 25. Private Wells. Private wells may be maintained and continued in
use after connection is made to the municipal water system, provided there is no
means of cross-connection between the private well and municipal supply at any time.
Hose bibbs, that will enable the cross-connection of the two systems, will not be
permitted on internal piping of the well supply system. The threads on the boiler
drain of the well volume tank shall be removed or the boiler drain hose bibb replaced
with a sink faucet. Outside hose bibbs will not be installed on the municipal system
where dual water systems are in use.
Section 26. Permitting Use By Others. No person shall permit water from the
municipal water system to be used for any purpose except upon his own premises except
in emergency and then only if written permission is first obtained from the village
engineer. Contractors or others desiring to obtain water from hydrants for con-
struction purposes shall make applications to the village engineer for such service.
Section 27. Location of Stop Boxes.. Curb stop boxes will be installed generally
where desired by the owners of occupied properties. One will be installed on each
vacant platted lot and at 100 foot intervals on unplatted properties. Curb stop boxes
will be installed at an approximate depth of 72 feet below the grade established by
the Engineering Department.
Type K copper tubing shall be used up to and including two (2) inch for install-
ation of water services.

Section 28. Penalty. Any person violating any of the provisions of this ordin-
ance shall, upon conviction therefor, be punished by a fine of not to exceed $100 or
by imprisonment for not to exceed 90 day:°.

The Village Council of the Village of Richfield ordains:
Section 1. YJKe of Water Hi wtrxi tcd to A:ethorizcd Personal. No' person,
'irm or corporation shall make, construct or install any water service
nstallatiom, or make use of any water service, connected to the munici-
dal water system except pursuca.nt to applies ion and permit as provided
n this ordinance, nox• shall any person, firr~x or corporation otherwise
make, construct, install or make use of any installation connected to
he municipal water system contrary to the regulatory provisions of
isle ordinance.
Section 2. A>)plic:ctions. All applications for service, installations
r.nct for water service shall be made at the Public ~Vork-Depa.rtmeht
>n printed forms furnished b3' the village, and shall contain the name
tf. the owner, a.n account number, and a description of the pro.pertY,
ot, block and addition, name of the street upon which the property
'routs and the official street number assigned to the premises as shown
~y the records of the village, and the signature of the applicant agree-
ng to conform to the rules and regulations that may be .established by
.hc villa:~e as conditions for the use of water. ~
All applications for service installation shal!1 be made by the owner
~f the property to be served, or by his duly authorized agent, and
;hall state the size of service connection required, and the applicant
:hall a.t the time of malting application pay to the village the amount
>f the fees or deposit required fox• the installation of the .service
:onnection as hereinafter provided.
When service connections have been installed, application fur
,eater service may be made either by the owner, or his. duly auth-
>rized agent, or by the tenant or occupant of the ..premises.
Section 3. Service (.h rr„es. -
A. Curb I3ox Canme~txon [ ermit. A permit must be obtained to con-
nect to existin~~ water service leads at the curb box. The fee
for each such permit shall be $7.50. No permit shall be issued
except to a Dlumber licensed by the village.
B. Scrviec InKtallation. Additional charges shall be made and
collected f.or tapping and malting connections with the water
mains where a curb box and service lead is not installed. This
charge is to be paid at the time of malting' application.
\Zinimum Cha.r`ges-]n case the installation is to be~ in an
unpaved street:' ~

This charge shall include the tapping of the water .
main, the installation of the service line to a curb
stop and box located about 6 inches from the property
- line, and the installation of the curb stop and box.
Additional Charges for Installation on Paved Streets:
In case the installation is to be uPou a paved street, it shall'
be assumed that the main will be under the center of the lrave-
mcnt. '1'"here shall be added to the minimum charge $'1.00 per
lineal foot of service. installed under cement concrete pavement
ci• sidewallts, and $7..00 per lineal foot of service installed
under high type asphaltic pavement. Temporary surfacing• such
•LS road-mixed asphalt shall not be considered pavement.
Larger Sizes:
P`or larger connections, the amount to be charged shall be
fixed by the Manager, based upon the estimated cost of in-
stalling the service.
C. Tiern on Water. For turning on water where service has been
turned off for non-payment of water bill, failure to repair a
leak, discontinuance of service or any other cause, a service,
charge of $5.00 -will be made.
D. Adin~t Cnrb Boles. For raising or lowering stop-box tops to
correspond with ground level clrang'e made by prog~erty owner,
a char„;e of $10.00 will be made.
section 4. '1'iiure for Guuuctiun. If, from any cause, the plumber
tY,nl; the servrce .pipe should fail to have the connection made at the
nne specified in his application, notice must be given the Public

Sectu,n 5. Fropert~• A~sen~mentc.
A. 1'ee for permit Cox water main tapping shall be paid for each
connection in the amount slecified in Section 3. In addition
thereto, before any permit shall be issued, there shall be paid
any sum required under 13 and C as follows:

epartrnent of Public Works is in doubt as to
t~hether the property proposed to be served has been assessed
or will be assessed for the .wate7F main and appurtenant facil-
ities from whicli service is proposed, it may 'refer to the Finance
Director the question of whether provision has -•been or will
be made to assess the property proposed to be served. No
permit shall then be issued to tap or connect with any water
main of the village either directly or indirectly from any
lot or txa,;t of land unless the P`inance Department shall
have cc- tified:
1. That such lot or tract of land-'to be served by such conuection
or• tap has been a•sessecl for the cost of construction of
the water main with which the conuection is made, or
L. If no as,essrnent ha, been levied' for such construction cost,;;
that proceedinz;s for levyin:~ such. assessment have been'
or will be commenced in due course, or
3. If no assessment has been levied, and no assessment-pro-
ceedings will be completed in due course, but a sum equal
to the Portion of cost of cmxstructing said water main
which would be assessable against said lot or tract has
been paid to the village.
C. If no such certificate can be issued by the Finance Department
no permit to tap or connect to auy w~atex• main shall be issued
unless Clxe •tPplicant shall pay an additional connection .fee
w-hic•h shall be equal to the portion of the cost of construction of
acid main which would be assessable against said lot or tract
to be served by such taPpinl connection. Said assessable cost
is to determined by the I`inonoe Department upon the ..same
basis as any assessment previously levied against other pro-
perty for the said main. If no such assessment has been levied,
the assessable cost will be determined upon the basis oP the
uniform charge which may have been or which shall be chs~~~7-.

on the basis of the total assessable cyst of said main, allocated

Section 15. Abandoned irvieeei iPenaltigap All service installations
connected to the water system, that have been abandoned or have
not been used for three yearn or, for any reason, have become useless
for further service; shall be disconnected at the main by the village,
and all pipe and appurtenances removed: shall. be the Property of the
village:
Whexti, new buildings are erected on the site oP old ones, an$ it
is desired to increase or change the old water service, no connections
with the mains shall be given until all the' old service shall have
been removed and the main plugged. If any contractor, workman or
emliloyee upon such building shal'1 cause or allow any service pipe to
be hammered together ;at the ends to stop the flow of water, or to
save expense in removing such pipe from the main, the owner of such
building, such workman and contractor shall, upon conviction thereof,
be subject to the penalties' as set forth in Section 28, and shall
remove said service pipe from the main. If he shall fail to do so on
twenty-four hours' notice he shall lie obligated to pay the village the
cost incurred by it for such removal.
Section 16. Service YipeK. Every service Pipe must be laid suffi-
ciently waving to allow hot less than one foot oP extra length and
in such manner as to prevent ruptures by settlement. The service Pipe
must be placed not leas than 7}~ feet below the surface .and in all
cases so arranged as to prevent rupture by freezing.
Service pipes must extend from the curb box to the inside of
the building.; or if not taken into a building then to the hydrant or
other fixtures which it is intended to supply. A shut-off or other
s1:op-cock with waste valve, of the size and strength required, shall
be placed close to the Snside wall' of the building; well protected
from freezing: Copper tubing shall be used up to and' includin'~ two
inch services. Joints on co~rper tubing shall be kept to a min~muin;
with not more than one joint used for; a service up 'to 70 feet in
length. All joints shall be .left uncovered until inspected: All .services
over two inch shall b~ cast iron. Conixections with the mains for
domestic supply shall be at least 3/a .of an inch:

make adjustments in wat~,ii charges where in his opinion the amount billed

Section 10, i'Ne ..f Fire ,>(iyttnntx. \o person other than an employee
of the water department or the fire department or an employee of
the street department who is engaged iti sprinkling or washing the llublic
streets or flushing sewers shall ,operate fire hydrants or interfere
in any way with fhe village water system without first obtaining
authority. to do so from the village engineer.
Section 20, d'rivate W-plan Supplieer. No water pipe of the village
water supply system shall be connected with any pump, well or tank
that is connected with any -other source of w>ater supply and when
such are found the Public ,Works Department shall notify :the oLi>ner to
disconnect the same, and' if not done immediately, the water supply
shall be turned ,off forthwith. ];afore any new connection to the vil-
la.ge system is permitted, the Public Works Department shall 'ascertain
that no cross connections wf.il exist when the new connection is made.

ment is hereby authorized td issue permits to the owners or occupants
of properties adjacent to, or accessible to, such water mains to tap and
make proper water service pjpe connections with such water-mains of lire
village in cohformity with and subject to all the'terms, conditions and
provisions of the ordinances, of the village relating to the tapping of
the village water mains and making water service Pipe -connections

Section `L 3. Reatrleted Hours fur 5lrrinkling. Whenever the 'Irilla~;e
L'ouncki shall determine that a shortal;e of water supply threatens the
village, it may by resole ion limit the times and hours during which
water may be .used from t•he village water supply system for lawn
a,nd garden sprink{itig, trrigatioti, car washing. air conditioning or
other uses specified ther'eth; a, .copy of said resolution shall thereupon
be mailed tct each water customer. Two days after the mailing: of sue.h
resolution any water customer who shall cause yr permit water to be
used in violation of the provisions of said resolution shall be charged
five dollars I'or each. dry ' of such violations, which charge shall be
added to-his next water. bill; continued violation is hereby prohibited
and shall he cause for, diseontinuance'of water service.
