The Village Council of the Village of R=i..chfield does ordain as follows:
Ordinance 3.09 of the Village of Richfield entitled, "An Ordinance Regulating
and Licensing ^?lto Liveries and Taxicabs in the Tillage of Richfield, Hennepin
County, Mir_nesota," passed the 8th clay of September 191, as subsequently amended,.
is hereby amended in the follo~ri.ng respect:
Section 11; thereof is amended to read as follows:

":Section 11~~.. It is hereby determined that either an insufficient or an
excessive n?ttt~ber of tax?_cabs being licensed in the village may be contrary to the
good. order of the t~i.llage, the suppression of Vice snd im_m._orality, the prevention
of crime, the protection of public arld private property, ax!rk the general welfare;
a.nd that an nr;~erly prpceclure for determining the nlunber of licenses to be issued
?_s necessary and desirable.
B. The number of taxicab licenses which sha11 be granted by the village, until
amendment of this paragraph, as provided herein, is fifteen (15).
C. The village council, upon its oUm motion or upon petition of any interested
party, may hold a public hearing on the question of trhether the authorized n-amber of
'i;axicab licenses shall be changed by amendment of paragraph 11~-?' of this ordinance.

Robert A. Broad, L. R. Farrington, Guy T. Farrington, being duly
sworn, ~on oath says; that he is, and during all the times herein stated
has been, one of the publishers of the newspaper known as The
Richfield News, and has fall knowledge of the facts hereinafter
stated; that far mare than gone year prior to the pulblica~tion therein

hereto attached, said news~pa!p~er was published in the Village of Rich-
field, in the Gounty of Hennepin, State of Minnesota, on Thursday of
each week; that during all said time said newspaper has been printed
in the English language from its office of publication within the Vil-
lage of Richfield, Hennepin County, Minnesota, from which it is issued
as above stated and in newspaper format and in column and sheet
form equivalent in space to at least 450 running inches of single col-
umn, two inches wide; has !been issued as aforesaid once each week
from a known office estaJalished in said place of publication and em-
ploying skilled workmen 'and the necessary material for preparing
and printing the same'; that the press work an that part of the news-
p!ap~er devoted to local news of interest to the community it purports
to serve has been 'done in its known office of publication; that during
all said time in its makeup not less than twenty-!five percent of its
news columns have been devat~ed to local news of interest to the com-
munity it purports to serve; that during all said time it has not
wholly duplicated any other publication, and has not been entirely
made up of patents, plate matter !and advertisements; has been cir-
culated in and near its said place of publication to the extent of at
least two hundred and forty (240) copies regularly delivered to pay-
ing subscribers and has entry as second class matter in its local post-
office; that a copy of each issue has been filed with the State Histori-
cal ~S!aciety, St. Pawl; and that there hays bbeen on file in the 'offices Hof the
County Auditor of Hennepin County, Minnesota, the affidavit of a per-
son having knowledge of the facts, showing the name and location of
said newspaper and the existence of the conditions constituting its
qualifications as a legal newspaper.
