It is' unlawful for any person to operate or use a bicycle, propelled wholly or in part by muscular power, upon any of the streets, alleys or public highways of the Village of Richfield, without first obtaining a bicycle license. Section 2, The Village Clerk is hereby authorized and directed to issue, upon written application, bicycle licenses. Licenses shall be issued for a period of five (5) years, with the first year being the calendar year during which the license is issued, and licenses shall expire on December 31 of the year which is four years after the end of the year during which the license is issued. License fees for a portion of a year shall not be prorated. Such licenses, when effec- tive, shall entitle said licensee to operate the licensed bicycle in a lawful manner upon the streets, alleys and public highways in the Village of :ichf field, subject to the following limitations: Bicycles shall not be ridden on sidewalks, except sidewalks alongside the • heavily traveled streets hereinafter specifically mentioned. Neither shall bicycles be ridden or operated upon or along any of the following named streets or public thoroughfares, which have been determined to be heavily traveled by automobiles and other motor vehicles and upon t~liich the operation of bicycles driven by muscular power is hazardous and dangerous to persons traveling on such streets: 66th Street - from herxes Avenue to Cedar Avenue Lyndale Avenue -from Frontage toad along Interstate No. 494 to 62nd Street Nicollet Avenue- from Frontage Road along Interstate No. 494 to 62nd Street "Bicycles shall not be ridden on sidewalks alongside said heavily traveled streets in such manner as to interfere with the use of such sidewalks by pedestrians. The right-of -way on such sidewalks shall at all times be given to pedestrians on or approaching such sidewalks, and Ordinance No. 3.2~~ (Continued} (2) where necessary to avoid possible danger to pedestrians the operator of a bicycle shall alight from. the bicycle and proceed on foot until such danger has been passed. Section 3. The Village shall issue bicycle license plates suit- able for attachment upon the frames of bicycles and shall keep a registration card on each license issued. The license plate shall be attached to the licensed bicycle and shall be retained on the bicycle during the effective period of the license. Section 4. every person who sells or transfers otirnership of any bicycle licensed under th is ordinance shall report the sale to the village clerl~ within five (5) days of the date of such sale or transfer. If the purchaser or transferee of such bicycle resides in the Village of Richfield, he shall apply for a new license within five days of such sale or transfer. Section 5. It is unlawful for any person to willfully or malici- ously remove, destroy, mutilate or alter the number of any bicycle frame licensed pursuant to this ordinance. It is unlawful for any person to remove, destroy, mutilate or alter any bicycle license plate issued pursuant to this ordinance during the time that such license plate is effective. Section 6. The license fee for each vehicle shall be the fee provided in Ordinance No. 13.01 of the Village, as such ordinance may be amended from time to time. Licenses issued pursuant to this ordin- ance shall not be transferable. Section ?. Any person, firm or corporation violating any of the provisions of this ordinance shall be guilty of a misdemeanor and, upon conviction therefor, shall be punishable by a fine of not more than one hundred dollars ($100.00) or by imprisonment for not more than ninety (90} days.
