The Village Council of the Village of Lichfield does ordain:
That Section 3 of Ordinance 11005 of the Village of iclafield
entitled ttAn Ordinance Prohibiting the l~urnil~g of ~'4ubbish a.nd
Coralbustible and. It'lamable Materials and Providing a, Penalty for
Violation Thereoft~, Passed the 12th Day of June, 1950, and as
subsequently amended, is hereby amended to read as follows
'rSection 3, No burning of leaves, grass, or other materials shall
be done on any public street, right~of-way, or other
public propertyo This section shall not prohibit a
fire on public street eight-of-taay in a coke bed being
used for tkie rer~~oval of frost in. connection with the
installation of a utility in the street right-of~taay,
but ~.ny such coke bed fire shall on1.y be started after
first attaining a permit as provided by Ordinance No®
11eO1, and no such fire shall be so set or maintained
as to cause charred particles or heavy smoke to blow
directly onto adjacent property. t-

'Robert A. Broad, L. R. Farrington, Guy T. Farrington, being duly
sworn, on oath says; that he is, and during all the times herein stated

hereto attached, said newspaper was published in the Village of Rich-
field, in the County of Hennepin, State of Minnesota, on Thursday of
each week; that during all said time said newspaper has been printed
in the English language from its office of publication within the Vil-
lage of .Richfield, Hennepin County, Minnesota, from which it is issued
as above stated and in newspaper format and in column a.nd sheet
form equivalent in space to at least 450 running inches of single col-
umn, two inches wide; has been issued as aforesaid once each week
from a known office established in said place of publication and em-
ploying skilled workmen and file necessary material for preparing
and printing the same; that the press work an that part of the news-
paper devoted to local news of interest to the community it purports
to serve has been done in its known office of publication; that during
all said time in its makeup not less than twenty-five percent of its
news columns have been devoted to Iacal news of interest to the com-
munity it purports to serve; that during all said time it has not
wholly duplicated any other publication, and has not been entirely
made up of patents, plate matter and advertisements; has been cir-
culated in and near its said place of publication to the extent of at
least two hundred and forty (240) copies regularly delivered to pay-
ing subscribers and has entry as second class matter in its local post-
affice; that a copy of each issue has been filed with the State ~iistori-
cal Society, St. Paul; and that there has been on file in the office of the
County Auditor of Hennepin County, Minnesota, the affidavit of a per-
son having knowledge of the facts, showing the name and location of
said newspaper and the existence of the conditions constituting its
qualifications as a legal newspaper.
