1965-02Bi11 No. 1965-2 AMENDD'IENT TO ORDINANCE NO. 3.21 An Ordinance Amending Section 2 of that Certain Ordinance No. 3.21 of the City of Richfield Entitled, "An Ordinance Provid- ing for the Registration of Bicycles in the Village of Richfield and Providing Penalty for Violation Thereof," Passed the 10th day of February, 1947, as Subsequently Amended. CITY OF RICHFIELD DOES ORDAIN: Section 2 of Ordinance No. 3.21 of the City of Richfield entitled "An Ordinance Providing for the Registration of Bicycles in the Villa ge of Richfield and Providing Penalty for Violation Thereof, passed the 10th day of February, 1947, and subsequently amended, is hereby amended to read: D "Section 2. The (Village) City Clerk is hereby authorized and directed to issue, upon written application, bicycle licens es. Licenses shall be issued for a period of five (5) years, with the first year being the calendar year during which the license is issued, and licenses shall expire on December 31 of the year which is four years of ter the end of the year during which the license is issued. License fees for a portion of a year shall not be prorated. Such li- censes, when effective, shall entitle said licensee to operate the licensed bicyle in a lawful manner upon the streets, alleys and public highways in the (Village) City of Richfield, subject to"the following limitations: Bicycles shall not be ridden on sidewalks, except side- walks alongside the heavily traveled streets hereinafter specifically mentioned. Neither shall bicycles be ridden or operated upon or along any of the following named streets or public thoroughfares, which have been determined to be heavily traveled by automobiles and other motor vehicles and upon which the operation of bicycles driven by muscular power is hazardous and dangerous to persons traveling on such streets; 66th Street - from Xerxes Avenue to Cedar Avenue Lyndale Avenue - from Frontage Road along Interstate No. 494 to 62nd Street Nicollet Avenue - from Frontage Road along Interstate No. 494 to 62nd Street Penn Avenue - from 62nd Street to Interstate No. 494 Portland Avenue - from 62nd Street to Interstate No .. 494 1 "Bicycles shall not be ridden on sidewalks alongside said heavily traveled streets in such manner as to interfere with the use of such side- walks by pedestrians. The right-of-way on such sidewalks sh all at all times be given to pedestrians on or approaching such sidewalks, and where necessary to avoid possible danger to pedestrians the operator of a bicycle shall alight from the bicycle and proceed on foot until such danger has been passed."
