It is found and determined to be rzec ~ssary and ex~'sendi ent for the City to expend money from the Special Revenue Fund for the eon struction and nquip;~~ing of anew City Hall and Public Safety Build~..rzg, a capital improvement for which the city would be authorized to issue gener~ ~1 obligation bonds. Section 2. Th.e expenda_ture of $600,000.00 from such Specia.~. i~,o°~;enue Fund for such purpose a.s hereby authorized pursuant to the provisio~as of Section 7.12, St~b~-div~_sion (2) of the City Charter.
