CITY OF RICHFIELD DOES ORDAIN:
Section 1. It is found and determined to be rzec ~ssary and ex~'sendi
ent for the City to expend money from the Special Revenue Fund for the eon
struction and nquip;~~ing of anew City Hall and Public Safety Build~..rzg, a
capital improvement for which the city would be authorized to issue gener~
~1 obligation bonds.
Section 2. Th.e expenda_ture of $600,000.00 from such Specia.~. i~,o°~;enue
Fund for such purpose a.s hereby authorized pursuant to the provisio~as of
Section 7.12, St~b~-div~_sion (2) of the City Charter.
Section 3. The expenditure herein authorized shall be made ~..~r~
s~ua.nt to such contracts as a.re hereafter authorized from time to t~.me "by

hereto attached, said newspaper was published in the Village of Rich-
field, in the County of Hennepin, State of Minnesota, on Thursday of
each week; that during all said time said newspaper has been printed
in the Esliglish language from its office of publication within the Vil-
lage of Richfield, Hennepin 'C'ounty, Minnesota, from which it is issued
as above stated and in newspaper format and in column and sheet
form equivalent in space to a.t least 4'50 running inches of single col-
umn, two inches wide; has been issued as aforesaid once each week
from a known office established in said place of publication and em-
ploying skilled workmen and the necessary material for preparing
and printing the same; that the press work on that part of the news-
paper devoted to local news of interest to the community it purports
to serve has been done in its known office of publication; that during
all said time in its makeup not less than twenty-five percent of its
news columns have been devoted to local news of interest to the com-
munity it purports to serve; that during all said time it has not
wholly dwplicated any other publication, and has not been entirely
made 'up of patents, plate matter ;and advertisements; has 'been cir-
culated fill and near its said place of publication to the extent of at
least two hundred and forty (240) copies regularly delivered to pay-
ing subscribers and has entry as second class matter in its local post-
office; that a cagy of each issue has been filed with the State Histori-
cal S~aciety, St. Paul; and that there has ibeen on file in the'affice Rf the
County Auditor of Hennepin CJounty, Minnesota, the affidavit of a per-
son having knowledge of the facts, showing the name and location of
said newspaper and the existence of the conditions constituting its
gwalifications as a legal newspaper.
