AMENDMENT TO ORDINANCE N'O. 3.09
AN ORDINANCE AMENDING THAT CERTAIN ORDINANCE NO.. 3.09 OF THE
CITY OF RICHFIELD ENTITLED 'AN ORDINANCE REGULATINI7 AND
LICENSING AUTO LIVERIES AND TAXICABS IN THE VILIA GE OF RICHFIELD,
HENNEPIN COUNTY, MINNESOTA" PASS ED THE 8TH DAY OF SEPTEMBER, 1941,
AS SUBSEQUENTLY AMENDED.
CITY OF RICHFIELD DOES ORDAIN:
Ordinance No. 3.09 of the City of Richfield entitled "An Ordinance
Regu lating and Licensing Auto Liveries and Taxicabs in the Village of
Richfield, Hennepin County, Minnesota", passed the 8th day of September,
1941, as subsequently amended, is hereby amended in the following respect:
Section 1 of such ordinance is hereby amended to read as follows::
"Section 1. No person, firm or corporation shall engage
in the business of oper ating auto liveries or taxicabs on the
streets of the (Village) City of Richfield, without first ob-
taining a license therefor and paying the license fee for each
such car, as herein provided.
"'Auto Liveries', as used in this ordinance, mean vehicles
used indiscriminately in conveying the public, which uses are
not limited to certain persons and particular occasions or
governed by special terms. Such words include vehicles avail-
able to the general public for carrying passengers for hire,
but do not include regular route common carriers as defined in
Minnesota Statutes, Chapter 221."

field, in fhe County of Hennepin, State of Minnesota, on Thursday of
each week; that during all said time s~a.id newspaper has been printed
in the Erliglish language from its office of publication within the Vil-
lage of Richfield, 'Hennepin ~Cbunty, Minnesota, from which it is issued
as above stated and in newspaper format and in column and sheet
form equivalent in space to at least 4'50 running inches of single col-
umn, two inches wide; has been issued as aforesaid once each week
from a known office established in said place of publication and em-
ploying skilled workmen and the necessary material for preparing
and printing the same; that the press work on that part of the news-
paper devoted to local news of interest to the community it purports
to serve has been done in its known office of publication; that during
all said time in its makeup not less than twenty-five percent of its
news columns have been devoted to lava.) news of interest to the com-
munity it purports to serve; that during all said time it has not
wholly duplicated any other publication, and has not been entirely
made 'up of patents, plate matter sand advertisements; has ''been cir-
culated in acid near its said place of publication to the extent of at
least two hundred and forty (240) copies regularly delivered to pay-
ing subscribers and has entry as second class matter in its local post-
affice; that a copy of each issue has been filed with the State Histori-
calSociety, St. Paul; and that there has ibeen on file in the offices Hof the
County Auditor of Hennepin CJounty, Minnesota, the affidavit of a per-
son havirlg knowledge of the facts, showing the name and location of
said newspaper and the existence of the conditions constituting its
qualifications as a legal newspaper.
