AMENDMENT TO ORDINANCE NO. 2.06
AN AMENDMENT TO THAT CERTAIN ORDINANCE OF THE CITY OF RICHFIELD EN-
TITLED "AN ORDINANCE REGUTA TINGTHE CONSTRUCTION AND OPERATION OF
INCINERATORS, AND PROVIDING PENALTIES FOR THE VIOIATION THEREOF"",
PASSED THE 8TH DAY OF FEBRUARY, 1954, AS SUBSEQUENTLY AMENDED.
City of Richfield ordains:
Ordinance N o. 2.06 of the City of Richfield, entitled "An Ordinance Regu-
lating the Construction"and Operation of Incinerators, and Providing Penalties for
the violations thereof'", passed the 8th day of February, 1954 as subsequently
amended, is hereby amended in the following respects:
Section 6 thereof is amended to read:
"Section 6. Multiple residence units having more than four family units shall
either (a) be equipped with refuse containers _and refuse pick-up service as provided
in this section o~ <b) be equipped to burn at least type 2 refuse, with an incinera-~
for which has an auxiliary burner, a barometric damper of a size which is at least
3/4ths the size of the area of th.e breaching or stack in which it is located and
which is so located and desig ned as to produce a suff icient temperature (with a;
minimum of 1600° farenheit) to assure complete combustion of type 2 refuse.. 'If
there are two but not more than 6 service openings into the incinerator flue, the
fly shall be at least 18 inches by 18 inches in size. If there are more than 6
openings such flueshalr be at least 22 inches by 22 inches. The chimney on any such
ilnit shall extend at least 4 feet above any sloping roof and at least 8 feet above
any flat roof.
"Refuse containers provided as an alternative to or in addition to such in-
cineration shall be at least one cubic yard in capacity, shall be conveniently lo-
Gated in relationship to the resident units for which they are provided, sh all be
water tight and rodent proof with self -closing lids, and shall be kept in an_enclos-
ing structure concealing them from public view. Such structure shall have a raised
concrete floor, and surrounded by a concrete barrier curb. Such_enclosing structure
shall be kept in a state of good repair at all times. The refuse containers shall be
located so that their contents are inaccessible to at least three feet above the base
of the enclosing structure. The owner or operator of such multiple-residence proper-
ty shall provide for garbage pickup from such containers each day. Refuse, debris,
garbage and other waste materials sha1S not be permitted to accumulate in or near the
enclosing structures (except in the containers). Apartments not having a resident
custodian shall provide for daily clean-up in and around the enclosing structure."
"Section 10. In the operation and maintenance of any commercial incinerator,
whether now or hereafter constructed or erected, the following regulations shall be
observed:
A. The feed doors on side-loading or top-loading incinerators shall be
kept closed at all times except during loading.
B. Non-combustible materials shall not be placed in such incinerator.
C. No such incinerator sh all be used for burning without a person in at-
tendance.

D. No such incinerator shall be operated between 6:00 A.M.. and 12:~00
noon nor at any time when wind or weather conditions cause burning or charred
particles or heavy smoke to blow directly onto neighboring property, provided that
such incinerator may be operated between such hours if special written permission
from the chief inspector has first been obtained. Such permission may be granted
by the chief inspector if he finds that such incinerator is so designed and
located that its operation will not result in danger, nuisance or annoyance to persons
or neighbor ing property.
E. Such incinerator shall be kept in a state of good repair at all ti mess
F. Refuse, cinders, debris and other waste materials shall not be per-
mitted to accumulate in or around such incinerator.
G. Such incinerator shall not be operated over its designed or rated
capacity.
H. The rated capacity, type of refuse for which designed, operating in-
structions shall be attached to the incinerator, in such location and condition as
to be easily observed and read by anyone wishing to operate the incinerator.
I. Such incinerator shall not be operated so that it discharges into the
atmosphere any air contaminants, for a period or periods aggregating more than three
minutes in any hour, which contaminants are as dark or darker in shade than that
shade. designated as "No. 2" on the Ringlemann Chart published by the United States
Bureau of Mines." r
