Subsection (A) of Section 5s of Ordinance Nco :~o~~l of the Village of RichfieldS
entitled c°An Ordinance to Regulate the Designs Constructions Installation and Mainten
ante of Signs and Billboards; Providing for the Adm~.nist.ratia~n and Enforcement ThereofS
and Providing Penalties for the Violation Thereof83s is hereby amended to read as
e~A, No ground signs sign board or billboard shall ex~~eed ~~ feet in height above
the average ground level of that part of the strceet toward which it faces nor shall
such structure exceed 65 feet in lengtri (including the base thereof) unless a special
permit therefor has been granted as hereinafter provideda Every signs sign®board or
billboard shall have an opening of at least ~ feet between the sower edge thereof and
the ground; which space shall not be closed in a:~y manner°e
The Village Council may grant a special permit for a signs signboard o~r bill
boards exceeding 6,~ feet in lengths but only if ~.~t finds that such structure (a) will
not be lighted or ill.uminated~ (b) will be located ern general commercial or industrial
propertys at least 200 feet from the street or highway which it faces (c) wall not be
faced toward any residences or residential pr~;~perty and will not be within 200 feet of
any residential properties (d) wall not undul~~ obstruct visibility from neighboring
properties9 (e) will bear only the name of the bus~,ness or industry being conducted on
the property on which it ~..s located and (f~, wall nit adversely effect the value of any
adjacent propertye The Village Council may gram.. a special permit, for a signs sign
board or b3.llboard .exceeding 2? feet in he:~gh°~s but:.~nxy if it finds that such structure
(a) if located on property adjacent to a F~°eeway~ will not ex~~eed 3~° in height or the
highest past of any structure located on the same premises whi~~hever is higher9 (b)
if not locatedadjacent to a Freeways will.~~ot exceed :gin height the highest part of any

sworn, on oath says; that he is, and during ali the times herein stated

lage of Richfield, Hennepin 'C'ounty, Minnesota, from which it is issued
as above stated and in newspaper format and in column and sheet
form equivalent in space to at least 450 running inches og single col-
umn, two inches wide; has been issued as aforesaid once each week
from a known office established in said place of publication and em-
ploying skilie'd workmen and the necessary material for preparing
and printing the same; that the press work on that part of the news-
paper devoted to local news of interest to the community it purports
to serve has been done in its known office of publication; that during
all said time in its makeup not less than twenty-five percent of its
news columns have been devoted to local news of interest to the com-
munity it purports to serve; that during all said time it has not
wholly duplicated any other publication, and has not been entirely
made up of patents, plate matter and advertisements; has been cir-
culated in and near its said place of publication to the extent of at
least two hundred and forty (240) copies regularly delivered to pay-
ing subscribers and has entry as second class matter in its local post-
office; that a espy of each issue has been filed with the State Histori-
cal Society, St. Paul; and that there has been on file in the officer of the
County Auditor of Hennepin G'ounty, Minnesota, the affidavit of a per-
son having knowledge of the facts, showing the name and location of
said newspaper and the existence of the conditions constituting its
qualifications as a legal newspaper.
