It is found and determined tco be necessary and expedient for the city to expend money from the SpeciaS Revenue Fund for the making of the capital improvements listed in Section 2 hereof, for which the city would be authorized to issue general obligation bonds.. Section 2. The capital improvements and the amounts of expenditures for such improveme nts, which are hereby authorized to be paid fxom the Special Revenue Fund under Section 7.12, Subd. 2 of the City Charter, are as follows: Park Improvements $258,704..00 Boulevard Trees 4;000.00 Street Signs 7;100.00 Build ing Impr oveme nt 7; 500..00 Traffic Signals 14, 800.00 Section 3.
