Section 23, ~:ubsection 3, of Ordinance ItTO. 6.01 of the City of Richfield
Entitled "An Ordinance to Promote and Conserve Public Safety, IIealth, Peace,
Convenience and l,~ elfare by Regulating the Gperation of Vehicles anti the Use of
the Streets of the ~~illage, Prescribing Penalties for the Violation Thereof,"
passed the 27th d.ay of n~Iarch, 1944, as subsequently amended,'is hereby amended
to ~°^ad as follows :~
"3, Standing '`With Brakes Set and Keys Removed; Right to
_`.pound I?~eys . .
"(a} No person driving or in charge of a motor vehicle shall
permit it to stand unattended on a grade without effectively
setting the brakes thereon and turning the front wheels to the
c;,~•b or side of the highinray. Every person parking a passenger
automobile on a public street or alley in the village'or in a
pi.~blic paric~ng area shall lock the ignition, remove the key anti
take the same ~:vith him.. No person sha.11 at any time leave any
motor vehicle standing upon any highway in this village with the
wheels cl-,ainecl, locked or fastened in such a manner that such
motor vehic.7e cannot be ~a.s_ly moved in case of emergency.. Lock-
ing of a motor vehicle being moved by hand shall be allowed.
"(b) hlhenever any police officer shall find a motor vehicle
standing unattended with the ignition Ivey in the vehicle, in vio-
lation of this section, such police officer is authorized and
empowered to remove sLlch key from such vehicle and to deliver
such key to the main police department office."

L. R. FARRINGTON, being duly sworn, on oath says he is and during all times herein
stated has been the General Manager of the newspaper known as The Richfield News and has
full knowledge of the facts herein stated' as follows: (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least
once each week. (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements. (4) Said
neti•spaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its
total circulation currently paid or no more than three months in arrears and has entry as
second-class matter in its local post-office. (5) Said newspaper purports to serve the city of
Richfield in the County of Hennepin and it has its known office of issue in the City of
Richfield in said county, established and open during its regular business hours for the gathering
of news, sale of advertisements and sale of subscriptions and maintained by the managing
officer or persons in its employ and subject to his direction and control during all such
regular business hours of the newspaper and business related thereto. (8) Said newspaper files a
copy of each issue immediately with the State Historical Society. (7) Said newspaper has com-
plied with all the foregoing conditions for at least two years preceding the day or dates
of publication mentioned below. (8) Said netivspaper has filed with the Secretary of State of
IVlinnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form
prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn
to before a notary public stating that the newspaper is a legal newspaper.
