"Section 5. Application for Permits,
i "A. it'henever any person or persons desire to construct or alter any- buihd-
i.rt¢; or structure, the owner of such building ~or structure, or his. agent, shall make
appl:icati.on to the building inspector for a hermit for such purpose, -and shall furnish
the builcing inspector with the Location, dimensions, purpose and estimated cost of
the proposed ;;onstruction or alteration and with such further information relating.
thereto as the bui.lc'~.ing inspector may require, and shall-fil"e with the building. i~n-
spector plans and specifications in duplicate for the building or structure to be
constx°ucted. or the alienation to be -made. Such plans and specifications shall be•.
drawn to a scale of not less tha.rn 1/8 of one inch per foot and sha11~ :be accompanied
by a cert:if.ica.te of survey prepared by a licensed surveyor for each individual lot.:

L. R. FARRINGTON, being duly sworn, on oath says he is and during all times herein
stated has been the General Manager of the newspaper known as The Richfield News and has
full knowledge of the facts herein stated' as follows: (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least
once each week. (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements. (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its
total circulation currently paid or no more than three months in arrears and has entry as
second-class matter in its local post-office. (5) Said newspaper purports to serve the city of
Richfield in the County of Hennepin and it has its known office of issue in the City of
Richfield in said county, established and open during its regular business hours for the gathering
of news, sale of advertisements and sale of subscriptions and maintained by the managing
officer or persons in its employ and subject to his direction and control during all such
regular business hours of the newspaper and business related thereto. (6) Said newspaper files a
copy of each issue immediately with the State Historical Society. (7) Said newspaper has com-
plied with all the foregoing conditions for at least two years preceding the day or dates
of publication mentioned below. (6) Said newspaper has filed with the Secretary of State of
iVIinnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form
prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn
to before a notary public stating that the newspaper is a legal newspaper.

then be returned to the appli-
cant and the other set shall
be kept on file in the Office of
the Building Inspector.
(D. It is hereby determined
and declared that a substantial
depreciation of values in the
neighborhood occurs upon the

vided in this paragraph, shall
not issue a building permit for
any structure for which a
building permit is required if
the proposed structure will
have a front or side abutting
upon or visible from a public
street, which contains exterior

of a permanent nature or have
a tendency to deteriorate rap•
idly, or which for any reason
are or quickly may become
unsightly in appearance. The
following are examples of
such materials: Concrete ma-
sonry units, common clay
brick, sand lime brick, con-
crete brick, unfinished struc-
tural clay tile, sheet metal,
either corrugated or plain, and
exposed unfinished concrete.
Such materials, however, may
be used in a special arrange-
ment or combination w 1 t h
other materials of a perma-
nent nature with good archi-
tectural design and append if
in compliance with the follow-
ing provisions of this Para-
graph D.
(In the event an owner, in-
tending to apply for a building
permit, desires to use any of
the materials excluded under.
the foregoing paragraph of this
ordinance as exterior finish
materials, such owner may
pFesent to the building inspec-
tor arequest for drawings and
the application required by
this ordinance. Such request
for preliminary approval shall
include any sketches and other
information necessary to indi-
cate accurately the use to be
made of such materials and
the appearance of the exterior
of such structure when com-
pleted.
(If such request for prelimi-
nary approval of materials is
granted by the building inspec-
tor, the sketch and other in•
formation shall be properly
of the building permit aoplica-
tion when filed. Upon the fil-
ing of the application for
building permit, together with
the additional information re•
quired by this ordinance and
by other ordinances of the city,
showing compliance therewith
and agreeable to such ap-
proved sketch without substan-
tial change therefrom, t h. e
building inspector is hereby
authorized to issue a building
permit therefor; provided that
in those instances where the
authorization for the issuance
of the building permit must bd
granted by the City Council.

made of such materials and
the appearance of the exterior
