ORDINANCE NO. 2.15
AN ORDINANCE REIA TING TO CHARGES FOR THE AVAILAB ILITY OF
iniATER FROM THE MUNICIPAL WATER SYSTEM
CITY OF RTCHFIELD DOES ORDAIN:
Section 1. Purpose. The purpose of this ordinance is to establish a
system of charges for the availability of municipal water, in order to provide
for an equitable sharing of the cost of the municipal water system.
Section 2. Authority. This ordinance is adopted under authority of
Minnesota Statutes, Section 444.075.
Section 3. Properties Subject to Charges. All properties in the city
which are improved and have water-consuming plumbing facilities and which abut
upon streets or other places where water mains are located shall be subject to
the charges provided for in this ordinance.
Section 4. Schedule of Charges. The charges to be made against all such
properties connected to the municipal water system are as follows

The quarterly charges to be made against all such properties not connected
to the municipal water system are as follows:
Single & double residences (each unit) $ 3x00

Restaurants, cafes and churches 6.00
Commercial properties having a floor
area of less than 1,000 sq. ft. 3.00
Commercial properties having a floor
area of from 1,000 to 5,000 sq. ft. 6..00
Commercial properties having a floor
area of over 5, 000 sq. f t. 10..00
Multiple residences - 3 to 7 units 6..00
Multiple residences - 8 to 11 units 10..00
Multiple residences - 12 to 50 units 15.00

Charges against such properties not connected to the municipal water
system and not listed above shall be made on the basis of the meter size
which would be needed if the property were to be connected to the municipal
water system,. based upon sizes of meters installed on similar properties
elsewhere in the city..
Section 5. Procedures. Accounts shall be kept, bills shall b e rendered
and collected, and assessments shall be made for delinquent accounts in accord-
ance with the procedures applicable to charges for municipal water.
Section 6. Proceeds. The proceeds of all charges provided for in this
ordinance shall be applied toward the payment of principal and interest on
bonds issued by the city to finance the construction of its municipal water
system.
Section 7. Effective Date. This ordinance shall become effective on
March 1st, 1967..

L. R. FARRINGTON, being duly sworn, on oath says he is and during all times herein
stated has been the General Manager of the newspaper known as The Richfield News and has
full knowledge of the facts herein stated' as follows: (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least '900 square inches. (2) Said newspaper is a weekly and is distributed at least
once each week. (3) Said newspaper has 50~Jo of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements. (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its
total circulation currently paid or no more than three months in arrears and has entry as
second-class matter in its local post•office. (5) Said newspaper purports to serve the city of
Richfield in the County of Hennepin and it has its known office of issue in the City of
Richfield in said county, established and open during its regular business hours for the gathering
of news, sale of advertisements and sale of subscriptions and maintained by the managing
officer or persons in its employ and subject to his direction and control during all such
regular business hours of the newspaper and business related thereto. (6) Said newspaper files a
copy- of each issue immediately with the State Historical Society. (7) Said newspaper has com-
plied with all the foregoing conditions for at least two years preceding the day or dates
of publication mentioned below. (8) Said newspaper has filed with the Secretary of State of
Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form
prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn
to before a notary public stating that the newspaper is a legal newspaper.
