AMENDMENT TO ORDINANCE NO. .2.03
AN AMENDMENT TO SECTION 6 OF THE ZONING ORDINANCE OF THE
CITY OF RICHFIELD ENTITLED, "AN ORDINANCE FOR 7f-IE PURPOSE
OF PROMOTING HEALTH, SAFETY, ORDER, CONVENIENCE, PROSPERITY,
AI~~ GENERAL WELFARE BY REGULATING THE USE OF LAND, THE
LOCATION AND USE OF BUILDINGS, THE AI,tRANGEMENT OF BUILDINGS
ON LOTS AND THE DENS ITY OF POPULATION IN THE VILLAGE OF
RICHFIELD,'HENNEPIN COUNTY, MINNESOTA" PASSED THE 2'5TH DAY
OF OCTOBER, 1954, AS SUBSEQUENTLY P~MENDED.
CITY OF RICHFIELD DOES ORDAIN:
The zoning ordinance of the City of 'dichfield entitled: "An Ordinance
for the Purpose of Promoting Health, Saf ety,. Order, Conveniience,. Prosperity
and General Welfare by Regulating the 'Use of Land, the Location and Use of
Buildings, the Arrangement of Buildings on Lots and the Density of Population
in the Village of Richfield, Hennepin County, Minnesota", passed the 25th day
of October,. 1954, is hereby amended in the following respect:
Section 6 thereof entitled "General Provisions" is hereby amended by
adding thereto the following °;ubsection::
"H. Multiple Res3.dence Project Walls. Notwithstanding the provisions
of this ordinance relating to the location of accessory structures and
the observance of set _b~.ck requirements, a masonry wall or pylon bearing
the name of the pro, jec t, and which includes a bench for public convenience,
may be located in t;he front yard of any multiple residence project, but
only upon securing, a special use permit as provided try this ordinance. No
such special use permit shall be granted unless the .requirements of Section
17 are met and unless the wall or pylon will conform to the following
conditions::
1. It sY.lall not be located in such a way as to obscure or obstruct
visibility fc~r vehicles on any adjacent street or vE~hicles entering or
leaving the project or any adjacent property.
2. It shall not be located closer than 10 feet from the public
right-of =way
3.• It shall be of materials compatible with the project involved.
4... It sha21 bear only the name of tlhe project and no other advertis-
ing material.

5.. It shall include a bench as an integral part of its design.
6.. It shall be adequately lighted at night to discourage its use for
lurking or concealment; and lights shall be provided for the wall or pylon
itself if other lighting in the area is inadequate for this purpose.
7. It shall not exceed 7 feet in height.
8. Its length shall not be such as will be disproportionate to other
buildings and structures in the area and in no event more than 30 ft. or 5%,
whichever is less, of the width of the property on which the project is
located, on the side of which the wall or pylon is located.

L. R. FARRINGTON, being duly sworn, on oath says he is and during all times herein
stated has been the General Manager of the newspaper known as The Richfield News and has
full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least
once each week. (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements. (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its
total circulation currently paid or no more than three months in arrears and has entry as
second-class matter in its local post-office. (5) Said newspaper purports to serve the city of
Richfield in the County of Hennepin and it has its known office of issue in the City of
Richfield in said county, established and open during its regular business hours for the gathering
of news, sale of advertisements and sale of subscriptions and maintained by the managing
officer or persons in its employ and subject to his direction and control during all such
regular business hours of the newspaper and business related thereto. (6) Said newspaper files a
copy of each issue immediately with the State Historical Society. (7) Said newspaper has com-
plie<i with all the foregoing conditions for at least two years preceding the day or dates
of publication mentioned below. (8) Said- newspaper has filed with the Secretary of State of
Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form
prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn
to before a notary public stating that the newspaper is a legal newspaper.
