ORDINANCE NO. 9.10
An Ordinance Prohibiting the Inhaling, Breathing
or Drinking of Certain Substances Commonly Known
as Glue and Regulating the Purchase, Sale and
Possession Thereof.
CITY OF RICHFIELD DOES ORDAIN:
Section 1. The inhaling, breathing, or drinking of certain substances here-
inafter defined and commonly known as glue is prohibited, and the purchase, sale,
and possession thereof are regulated as set out in this ordinance.
Section 2. No person shall inhale, breathe or drink, or be or become
intoxicated by reason of inhaling, breathing, or drinking any substance commonly
known as glue, adhesive, cement, mucilage, dope, solvents, lacquer, drugs, finger-
nail polish and lacquer, nail polish remover, or thinners for the above-named
substances, nor any substance ccrtaining toluol, hexane, trichloroethylene, acetone,
toluene, ethyl acetate, methyl ethyl ketone, trichoroathane, isopropanol, methyl
isobutyl ketone, methyl cellosolve acetate, cyclohexanone, or any other substance
which contains ketones, aldehydes, organic acetates, ether, chlorinated hydrocarbons,
or any other similar ingredient which releases toxic vapors for the purpose of
inducing symptoms of intoxication, elation, excitement, confusion, dizziness,
paralysis, irrational behavior, or in any manner change, distort or disturb the
balance, coordination or the audio, visual, or mental processes..
Section 3. No person shall, for the purpose of violating or aiding another
to violate any provision of this ordinance, intentionally possess, buy, sell, transfer
possession, or receive possession of any glue containing the intoxicating substances
defined in Section 2.
Section ?~. Retail establishments selling glue containing the intoxicating sub-
stances defined in Section 2 shall not sell such glue from a self-service display.
Section 5. Any person violating the provisions of this ordinance shall be
guilty of a misdemeanor and upon conviction shall be punished by a fine of not more
than one hundred dollars or by imprisonment for not to exceed 90 days.

hereto attached, said newspaper was published in the Village of Rich-
field, in the County of Hennepin, State of Mirlrlesota, on Thursday of
each week; that during all said time said newspaper has been printed
in the English language from its office of publication within the Vil-
lage of Richfield, Hennepin County, Minnesota, from which it is issued
as above stated and in newspaper format and in column a.nd sheet
form equivalent in space to at least 450 running inches of single col-
umn, two inches wide; has been issued as aforesaid once each week
from a known office established in said place of publication and em-
ploying skilled workmen and the necessary material for preparing
and printing the same; that the press work on that part of the news-
paper devoted to local news of interest to the community it purports
to serve hasbeen done in its known office of publication; that during
all said time in its makeup not less than twenty-five percent of its
news columns have been devoted to local news of interest to the com-
munity it purports to serve; that during all said time it has not
wholly duplicated any other publication, and has not been entirely
made up of patents, plate matter and advertisements; has been cir-
culated in and near its said place of publication to the extent of at
least two hundred and forty (240) copies regularly delivered to pay-
ing subscribers and has entry as second class matter in its local post-
office; that a copy of each issue hasbeen filed with the State Histori-
cal Society, St. Paul; and that there has bbeen on file in the office of the
County Auditor of Hennepin CJounty, Minnesota., the affidavit of a per-
son having knowledge of the facts, showing the name and location of
