1970-35Bi11 No. 1970-35 AMENDMENT TO SECTIONS 2.29, 2.33 2.34 and 2.35 OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD, MINNESOTA CITY OF RICHFIELD DIES ORDAIN: Section 2.29, Subdivision 1 of the ordinance code of the City of Richfield, Minnesota, relating to definitions of administrative personnel, is hereby amended to read as follows: "Subdivision 1. Administrative Personnel. For the purposes of this chapter the following named positions shall constitute the department heads, assistant department heads and division heads: (1) Department Heads: City clerk and finance director; civil defense director; fire chief; police chief ~ liquor store manager, public works director; ~sanitarian;~ park and recreation director; public safety director; environmental health director and planning d~~rector, (2) Assistant Department Heads: t~Assistant fire chief; assistant finance director ~ assistant liquor store managers, and assistant park and recre- ation director. (3) Division Heads: City assessor; (police captains chief inspector; project engineer street Cand sewer superintendent; parks superintendent; accountant; engineering associate; fire chief; civil defense director and water superintendent," Section 2.33, Subd. 9 (2) of the ordinance code of the City of Richfield, Minnesota, relating to method for within range salary increases, is hereby amended to read as follows: "(2) Method for Within Range Salary Increases. After appointment or pro- motion an employee shall be eligible for his initial pay increase advancement through his respective pay grade based on the method of normal progression through the pay grade as specified in the pay plan resolution. The date of appointment or promotion shall constitute the employee's anniversary date and he shall be eligible for one step increases annually on that date until he reaches the top step of his assigned grade., Temporary and part time employees may accumulate time toward regular pay increase eligibility, provided that in any case of interim separation not more than six months shall have elapsed." Section 2.33, Subd, 16 of the ordinance code of the City of Richfield, Minnesota, relating to longevity pay for city employees, is hereby amended to read as follows: "Subd, 16. Amount of Payment, Eligible employees , other than police and fire personnel, shall receive a longevity payment of 1% based on their 1967 maximum monthly salary current b~-weekly base salary upon completion of five years of service. Effective January 1, 1970 Police and fire personnel only shall in addition receive a longevity payment of 1% after completion of five years of service, increasRng to 2% after completion of 10 years of service, based upon the employees current monthly Bi-weekly base salary. Longevity increments shall be paid in addition to regular compensation and may be incorporated with the regular pay checks." Section 2.33, Subd. 17 (1) of the ordinance code of the City of Richfield, Minnesota, related to overtime pay and compensatory time off for administrative employees, is hereby amended to read as follows: "(1) Administrative Employees. Department heads, assistant department heads, division heads, all categories of administrative assistants and interns, the personnel director, programmers, police captains, police lieutenant, assistant fire^chief, deputy city clerk, recreation supervisor, and the chief water plant operator shall not receive overtime compensation either in the form of pay or time off as descrived herein for other employees. The city manager may, however, grant reasonable periods of time off to department heads, and administrative assistants and interns when he feels such time off is warranted. Other personnel filling classes of positions referred to in this paragraph may likewise be granted reasonable periods of time off by their department heads when such time off is warranted." Section 2.33, Subd. 21 of the ordinance code of the City of Richfield, Minnesota, relating to special compensation provisions, is hereby amended to read as follows: "Subd. 21. Special Compensation Provisions. Firefighters, when assigned the duties of an acting captain, shall be compensated at an hourly rate based on the monthly rate of step two of the range assigned to the captains. The city manager may make an appropriate salary adjustment in the case of all other for employees who assume substantial additional duties and responsibilities of another position in the city service for an extended period of time." Section 2.34, Subd, 2 of the ordinance code of the City of Richfield, Minnesota, relating to holidays for city employees, is hereby amended to read as follows: "Subd. 2. Holidays. The following paid holidays will be observed by the city: New Year's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day, The following holidays will be observed as paid holidays only when they fall on a regular work day: Lincoln's Birthday, Washington's Birthday, Columbus Day, and Veteran's Day. New Year's Day on January Ist, Washington's and Lincoln's Birthdays on the third Monday in February, Memorial Day on the last Monday in May, Independence Day on July 4th, Labor Day on the .~~irst Monday in September, Columbus Day on the second Monday in October, Veteran's Day on the fourth Monday in October, Thanksgiving Dam onthe fourth Thursday in November and Christmas Day on December 25th, Section 2.34, Subd. 5 (2) of the ordinance code of the City of Richfield, Minnesota, relating to eligibility for sick leave for city employees, is hereby amended to read as follows: "(2) Eligibility for Sick Leave. A11 permanent employees and full-time probation- ary employees shall be eligible for such leave accrual, However, sick leave granted probationary employees shall not be available for use until satisfactory completion of the original appointment probationary period. at least six months of the probationary period." Section 2,35 of the ordinance code of the City of Richfield, Minnesota, relating to group hospitalization insurance is hereby amended to read as follows: "Subdivision 1. Hospital - Medical/Surgical Insurance Group Plan. Such an insurance plan is available for eligible city employees and their families. (1) Eligibility for Insurance Plan Benefits. A11 permanent full-time employees and permanent probationary emplo ees shall be eligible for insurance plan benefits of the city's Hos ital - Medical/Surgical Insurance Group Plan. (2) Premium Payments. (5) Coverage on Leave of Absence Without Pay, An employee can elect to continue coverage while on leave of absence without pay However during this period the city's contribution shall cease. r °'Subd. 2. ~ Eligibility for Insurance Plan Benefits. All permanent full-time employees ,.and permanent probationary employees shall be eligible for insurance plan benefits. ~ Term Life and Accidental Death and Dismemberment Insurance Group Plan.
