AMENDMENT TO SECTION 11.02,
SUBDIVISION 9, PARAGRAPH (4)
OF THE ORDINANCE CODE OF THE
CITY OF RICHFIELD, MINNESOTA
CITY OF RICHFIELD DOES ORDAIN:
Paragraph (4) of Subdivision 9 of Section 11.02, of the ordinance code
of the City of Richfield, Minnesota, relating to persons eligible for on-sale
beer licenses, is hereby amended to read as follows:
"(4) On-sale licenses may be issued to natural persons or to corporations.
If the licensee is a natural person he shall be a resident of Hennepin County
at the time the license is issued, and he shall be the actual proprietor of
the premises to be licensed. To qualify as the actual proprietor the licensee
shall own at least fifty percent (50%) interest in the business establishment
being licensed. Any on-sale license to a natural person, once issued, shall
be effective only as long as the licensee is the actual proprietor of the busi-
ness.
If the licensee is a corporation or if the licensee is a natural person
who is not a resident of the City of Richfield the licensee shall have a resi-
dent of the city designated as manager of the licensed premises. Such person
shall be designated by the applicant in writing. Such person sha11_have the
following qualifications: (a) He shall be a resident of the /city/ seven
county metropolitan area. (b) He shall be an employee of the licensee. (c)
He shall be actively engaged in the management and supervision of the business
being licensed. (d) He shall be a person of good moral character who would be
qualified to obtain an on-sale license in the city if he were the proprietor of
the business.
Any on-sale license, once issued, shall be effect~•~nn7=~=~ -G~ 1~ng_a -a-s- the
person designated by the licensee as manager continues to meet the qualifica-
tions set forth in the preceding paragraph. If the person so designated
ceases to meet such qualifications, however, the license shall continue in
force if another natural person meeting such qualifications is designated in
writing to the city by the licensee."

to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of

State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary public stating that the newspaper is a lef[al newspaper.
