TRANSITORY ORDINANCE
ORDINANCE N0, 16.11
CITY OF RICHFIELD DOES ORDAIN:
Section 1. It is found and determined to be necessary and expedient for the
city to expend money from the special revenue fund for the Wood Lake Nature
Interpretive Center, in addition to funds heretofore appropriated for that
purpose, such improvement being a capital improvement for which the city would
be authorized to issue general obligation bonds.
Section 2. The sum of $100,000 is hereby authorized to be paid from the
special revenue fund for additional work on the Wood Lake Nature Interpretive
Center pursuant to Section 7.12, Subd.2:of the city charter, such sum being
accumulated and unappropriated profits of the municipal liquor stores of the
city realized since December 31, 1969. No part of such sums, however, shall
be disbursed for the making of such improvement before January 1, 1971.
Section 3. 'I`he expenditures authorized in this ordinance shall be made
pursuant to such contracts as are hereafter authorized from time to time by
council resolution.

has been the secretary and printer of the newspaper known as The Richfield Sun
and has full knowledge of the facts herein stated as follows: (1) Said newspaper
is printed in the English language in newspaper format and in column and sheet form
equivalent irN printed space to at least 900 square inches. (2) Said newspaper is a weekly and
is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements. (4) Said newspaper is circulated' in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post-office. (5) Said newspaper purports to
serve the City of Richfield in the County of Hennepin and it has its known office of
issue in the City^ of BIoomington in said county, established and open during its regular business
hours for the gathering of news, sale of advertisements and sale of subscriptions and main.
