AMENDMENT TO SECTION 11.02 SUBDIVISION 9, PARAGRAPH
(4) OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD
CITY OF RICHFIELD DOES ORDAIN:
Section 11,02, Subdivision 9, Paragraph (4) of the ordinance code of the
City of Richfield, Minnesota relating to the issuance of on~-sale non-intoxicating
malt liquor licenses, is hereby amended to read as follows:
"(4) /No on-sale 1ice~t~.se shall be issued to an applicant unless he is the
actual proprietor of the premises to be licensed and a resident of the city. Any
on-sale license, once issued, shall be effective only so long as the licensee remains
a resident of the city./ On-sale licenses may be issued to natural persons or to
corporations. If the licensee is a natural person he shall be a resident of Herne-
pin County_at the time the license is issued,_and he shall be the actual proprietor
of the premises to be licensed, To qualify as the actual proprietor the licensee
shall own at least fifty percent (50%) interest in the business establishment being
1iceLzsed. Any on-sale license to a natural person, once issued, shall be effective
only as long as the licensee is the actual roprietor of the business.
If the licensee is a corporation or if the licensee is a natural person who is
not a resident of the City of Richfield the licensee sha11 haJe_a resident of the
city designated as manager of the licensed premises, Such person_sha11 be designated
by the applicant in writing, Such person shall have the following qualifications:
(a) He shall b_e a resident of the city. (b) He shall be a~n ~employee_of_the
licensee. (c) He sha11 be actively engaged in the man~ement and supervision of
the business being licensed, (d) He shall be a person of good moral character who
would be qualified to obtain an on-sale license in the city if he were the proprie-
tor of the business. ~ ,_~
Any on•-sale license, once issued, sh~.ll be effective only so long as the person
designated by the licensee as mana er _cont_inues to meet the qualifications set forth
in th_e preceding paragraph. If the person so designated ceases to meet such quali-
fications, however the license shall continue in force if another natural person
