AMENDMENT TO CHAPTER III, PART V, SECTION 3.49, SUBDIVISION
3 OF THE ORDINANCE CODE OF THE CITY OF RICHFIEZD, MINNESOTA
CITY OF RICHFIELD DOES ORDAIN:
Chapter III, Part V, Section 3.49, Subdivision 3 of the ordinance code
of the City of Richfield, Minnesota, relating to signs and billboards, is
hereby amended to-read as follows:
"Subd. 3. Specia_1___Permits. The council may grant a special
permit for a ground sign, signboard, or billboard exceeding 65 feet in
length, but only if it finds that such structure (1) will not be
lighted or illuminated; (2) will be located on general commercial or
industrial property and at least /200/ 190 feet from the street or
highway which it faces; (3) will not be faced toward any residences
or residential property and will not be within 200 feet of any resi-
dential properties; (4) will not unduly obstruct visibility of
neighboring properties; (5) wi11.`t~ear only the name of the business
or industry being conducted on the property on which it is located;
and (6) will not adversely affect the value of any adjacent property."
Passed by the City Council of the City of Richfield, Minnesota, this

is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements. (4) Said newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post-office. (5) Said newspaper purports to
serve the -City of Richfield in the County of Hennepin and it has its known office of
issue in the Cityl of Bloomington in said county, established and open during its regular business
hours for the gathering of news, sale of advertisements and sale of subscriptions and main-
tained by the managing officer or persons in its employ and subject to his direction and con-
trol during all such regular business hours and devoted exclusively during such regular
r••ciness hours to the business of the newspaper and business related thereto. (6) 'Said news-
